Book excerpt: This thesis offers an extended theological reflection on the notion of the common good, in light of the decimation of the world's largest cod fishery in the waters off the northeast coast of Newfoundland and Labrador. Drawing on Church and local political history, this thesis argues that the theological notion of the common good would have provided the theological perspective for Catholic Church-local leaders to see this socio-economic-ecological crisis as a spiritual crisis, a one which summoned the active engagement of the Church. The destruction of the northern cod fishery in the latter half of the twentieth century is considered through the lens of David Hollenbach's reinterpreted notion of the common good in Catholic social tradition. Hollenbach's common good re-envisioned, offers a way of articulating and reflecting on the theological-ethical insufficiency of the local Church's response to this socio-economic-ecological-political-spiritual tragedy. Despite the long-standing tradition of the Catholic Church to interpret, define and advance the needs of the common good of all humanity, that Vatican II had happened, and was followed by more than fifteen years of Canadian Catholic Bishops social justice statements, Newfoundland Church leaders in the late twentieth century, did not see it appropriate to become involved in this immense political, socio-economic-ecological, cultural-spiritual travesty of justice. Hollenbach's common good reinterpreted presses this Church-local to be the people of God, and awaken to the spirit of aggiornamento, affirmed at Vatican II. Active commitment to Catholic social teachings on respect for human dignity, love, solidarity, sharing, and mutual responsibility, can only empower this Church by the sea to unite its aspirations with the needs of the common good of these maritime people.

Book excerpt: In the early 1990s, the northern cod populations off the coast of Newfoundland had become so depleted that the federal government placed a moratorium on commercial fishing. The impact was devastating, both for Newfoundland's economy and for local fishing communities. Today, although this natural resource – exploited commercially for over 500 years – appears to be returning in diminished numbers, many fisheries scientists and fishers question whether the cod will ever return to its former abundance. In A Fishery for Modern Times, Miriam Wright argues that the recent troubles in the fishery can be more fully understood by examining the rise of the industrial fishery in the mid-twentieth century. The introduction of new harvesting technologies and the emergence of 'quick freezing', in the late 1930s, eventually supplanted household production by Newfoundland's fishing families. While the new technologies increased the amount of fish caught in the northwest Atlantic, Wright argues that the state played a critical role in fostering and financing the industrial frozen fish sector. Many bureaucrats and politicians, including Newfoundland's premier, Joseph Smallwood, believed that making the Newfoundland fishery 'modern', with centralization, technology, and expertise, would transform rural society, solving deep-seated economic and social problems. A Fishery for Modern Times examines the ways in which the state, ideologies of development, and political, economic, and social factors, along with political actors and fishing company owners, contributed to the expansion of the industrial fishery from the 1930s through the 1960s. While the promised prosperity never fully materialized, the continuing reliance on approaches favouring high-tech, big capital solutions put increasing pressure on cod populations in the years that followed. As Wright concludes, 'We can no longer afford to view the fisheries resources as "property" of the state and industry, to do with it as they choose. That path had led only to devastation of the resource, economic instability, and great social upheaval.'

The fish harvesting industry has become subject to state interference to an increasing extent over the past twenty years. As natural resources become scarce and subsequent fisheries regulations abound, the question of law-abidingness is brought to the public agenda. However, there is still little empirical data as regards the dynamics of compliance in this field, and this book aims to meet a demand for in-depth knowledge. The cases studied can be regarded as instances of economies dependent on the harvesting of natural resources for both household and the market, and the study aims to contribute to the building of more adequate theory on the dynamics of compliance in such economies. However, focusing on a specific type of setting seldom constitutes a safe escape route for getting away from more pervasive sociological questions, and it certainly does not in this case. As any attempt to explain social phenomena, this study is faced with the fundamental sociological question of how the acts of individuals can best be understood. The question concerns the interface between the individual and the collectivity – between collective morality and self-interest. It thus deals with classical sociological issues such as the nature and regulatory capacity of group norms and sanctions, and the forms and roles of rationality and strategic action.
