We shall also next month make reference to the problems of the Post Office Department and the report of Mr. Burleson. It has been our purpose this month to note especially the work of the Government as it bears upon the economic life of the nation. All departments in one way or another are concerned with the peo ple's daily affairs, but the War, Navy, State, and Law departments are less directly occu pied with economic pursuits than are all the others. It should be especially borne in mind that the relations between government and business are acquiring greater stability oug'mpu'sive ongress through several new agenc1es that are destined to have an importance hardly as yet realized. The Federal Reserve Board is one of these. Several weeks ago it quietly expressed disapproval of the plan of passing great issues of unsecured British exchequer notes through American banks to American investors. The result has been to change the methods of the British Government, which is now planning to substitute another well-secured collateral loan, issued for a def inite period of time. This Board is study ing the question of our great gold reserve, as against the chance of too sudden a loss of gold after the end of the war. It stands between the American business public and another of those bankers' panics which in the past have needlessly sacrificed so many merchants and manufacturers. Book excerpt: Excerpt from The North American Review, Vol. 8 Sir William Jones, in a letter to Lord Althorpe, written after one of those excursions to France, in which his inquisitive mind, grasping every species of intellectual attainment, combined the severer studies of political science and law with the luxury of oriental literature, states that he had, among his various pursuits, attended some causes at the Palais, and brought home with him the works of a most learned lawyer, whose name and merit he should have the honour of making known to his countrymen. This writer was Pothier, whom he afterwards noticed and imitated in his beautiful essay on the Law of Bailments, and of whose treatises on the different species of contracts he speaks in the following enthusiastic manner: 'I seize with pleasure an opportunity of recommending those treatises to the English lawyer, exhorting him to read them again and again; for if his great master, Littleton, has given him, as it must be presumed, a taste for luminous method, apposite examples, and a clear manly style, in which nothing is redundant, nothing deficient, he will surely be delighted with works in which all those advantages are combined, and the greatest portion of which is law at Westminster as well as at Orleans. I may mention at once that neither in Britain nor in Egypt have I ever heard the term "absorption" applied to the British "occupation" of Egypt; and I have never received, either at home or abroad, any, corroboration of Mr. Penfield's assertion that my countrymen led strangers to believe that Egypt has "been severed from the Ottoman Empire and incorporated as an integral part of Queen Victoria's realm." He maintains that by unparalleled audacity Britain has taken possession of Egypt, the fact being that Britain intervened in 1882 to save Egypt from anarchy and that the occupation of Egypt by Britain was and is desired and sanctioned by four out of the six Great Powers of Europe. The reason why the British occupation continues is that, if it ceased, the prosperity of Egypt, the result of Britain's magnificent work there since 1882, would come to an end.
