Book excerpt: The Nord Stream transboundary submarine pipeline, significant for its impact on the EU energy policy, has been a heavily debated issue in the Baltic Sea region during the past decade. This is partly due to the concerns over the effects that the pipeline might have on the Baltic Sea as a particularly sensitive large marine ecosystem. This manuscript focuses on the issue from the viewpoint of the UNCLOS legal framework and its related treaties. It thus illustrates some of the more polemical topics arising in modern law of the sea and environmental law, eg. limitations on the freedom to lay submarine pipelines, the scope and boundaries of marine scientific research, the obligation to consider alternatives in the course of an EIA. In broader terms, this manuscript presents an explanatory study of matters mostly related to sustainable development, the precautionary principle and the ecosystem approach.

The analysis is performed in the context of unsecured and threatening gas prognosis for Europe. It is argued that while Russia consolidates its grip on gas through the planned Nord Stream pipeline, dependence on imported gas from Russia in the EU is continuously increasing. Despite statements by the Russian government that the Nord Stream pipeline is a purely commercial enterprise, convincing economical, political and ethical arguments were developed by Poland and the Baltic States that its real purpose is to exert political pressure on certain EU states. Conclusions are drawn that in order to oppose Russian gas strategy aiming at the EU s division, Europe needs to establish a coherent and effective energy policy which would enhance its international position. This analysis should help shed some light on the EU energy policy, and should be especially useful to researchers examining security of supply of gas in the EU.

Book excerpt: Russian and German energy firms initiated the Nord Stream natural gas pipeline project with strong political support from their home governments but encountered resistance from other states. Although the pipeline would connect Russia with Germany directly, the project was not simply a bilateral matter. First, a need to secure construction permits in multiple jurisdictions around the Baltic Sea involved other countries. And second, Germany's membership in the European Union entailed compliance with goals and values of the entire union, which stressed the imperative of collective action in energy matters and dangers of succumbing to "national reflexes." Thus the implications of the project became a matter of concern to the entire European Union but Europeans struggled to articulate the meaning of Nord Stream: was it a "separate peace" between Russia and Germany to the detriment of the rest, or was it a pan-European deal to the benefit of all? As the case chronicles, the success of Nord Stream depended on the ability of its creators to ensure that latter view prevailed over the former.Learning Objective: To analyze the political, economic, and managerial implications of the natural gas trade between Russia and Europe; to explore alternate pipeline routes for the delivery of Russian natural gas.

This report describes the unique ecosystems and environment of the Arctic and makes recommendations to provide an effective response effort in these challenging conditions. According to Responding to Oil Spills in the U.S. Arctic Marine Environment, a full range of proven oil spill response technologies is needed in order to minimize the impacts on people and sensitive ecosystems. This report identifies key oil spill research priorities, critical data and monitoring needs, mitigation strategies, and important operational and logistical issues. The Arctic acts as an integrating, regulating, and mediating component of the physical, atmospheric and cryospheric systems that govern life on Earth. Not only does the Arctic serve as regulator of many of the Earth's large-scale systems and processes, but it is also an area where choices made have substantial impact on life and choices everywhere on planet Earth. The conservation of the historic urban environment poses specific and urgent challenges that require a multidisciplinary approach in which conservation actions are embedded within economic, social, and environmental development strategies. Increasingly, the private and third sectors are playing a pivotal role in these processes. Public-private partnerships (PPPs) are contractual arrangements in which the private and/or third sector assists in delivering a public facility or service by providing funding or operating leadership. The third sector, which may include heritage-related NGOs, as well as people living near a heritage site, is of particular relevance to PPPs used for heritage conservation. This publication focuses specifically on the use of PPPs for historic buildings and historic urban areas, and is targeted to those working in the cultural heritage sector. It draws on existing literature, which it aims to make more accessible to those interested in cultural heritage conservation. While providing information on the basic concepts of public-private partnerships and the roles and responsibilities of the partners in a PPP, this is not a guide to the use of PPPs. It discusses the types of PPPs that have been used to conserve historic buildings and historic urban areas, provides specific examples of where and how they have been used, and demonstrates ways in which PPP mechanisms have met conservation goals. This publication also makes some limited observations on the aims of PPPs drawn from the literature, from published case studies, and from a few further case study investigations. This publication draws on English-language works produced between 1992 and 2012, but concentrates on the more recent literature. Much of this material is from the Australia, the United Kingdom, and other European nations that have been the most active in conducting PPPs for heritage resources and in publishing information about these projects. This overview includes an extensive bibliography and provides some suggestions of topics for further research.
