Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

At the heart of these debates are NATO allies' policies, preferences, threat perceptions, and level of commitment to the shared enterprise. By analysing the drivers, constraints, and specificities of relevant national policies, the volume offers an overview of NATO's contemporary functions and challenges, and constitutes an important source of data for future research and comparative analysis.

Hallams explores NATO’s contributions to post-combat reconstruction and stabilisation operations in Afghanistan and Iraq, and argues that the events of 9/11 galvanised NATO into undertaking an accelerated program of transformation that has done much to reinvigorate the alliance. This book offers an optimistic assessment of the transatlantic alliance, counter-balanced by realistic reflections on the problems it faces. Characterizations of NATO as a relic of the past do not square with the fact that the Alliance is busier today than at any time in its history. As Europe has become more unified and more democratic, NATO has assumed new layers of significance in the global security environment. In a post-September 11 world, the old 1990s debate about what is in area and what is out of area is a luxury that the Alliance can no longer afford. Decisions made at the 2004 Istanbul summit aimed at enhancing NATO's partnerships with the states of Central Asia and extending the partnership concept to the Greater Middle East reflect the Alliance's new, more global presence as do new military missions in Afghanistan, Iraq, and Sudan. Moore argues that a careful analysis of NATO's new, more global focus suggests that it's not the nature of NATO's mission that has changed, but rather its scope. NATO is approaching its new out of area missions with the political tools developed after the Soviet threat faded in the early 1990s when the Allies agreed that, rather than merely defend an old order, they would now create a new one grounded in liberal democratic values, including individual liberty and the rule of law. Indeed, the mission of projecting stability eastward was understood to be inextricable from the promotion of these values. This new mission required that NATO devote greater attention to its political dimension. In fact, as the United States turned to promoting democracy around the world in the wake of September 11, it ultimately sought to enlist NATO in its mission of extending democracy beyond Europe to Central Asia and the Middle East. As Moore demonstrates in her attempt to provide a full and comprehensive understanding of the new NATO, while divisions within the Alliance persist as to just how global NATO should be, the post-September 11 security environment ensures that NATO's survival depends upon its willingness to project security beyond Europe. That mission will be as much political as it is military.

The situation in Afghanistan offers a key test of the strengths and failings of the NATO Alliance. To bring stability and encourage development and reconstruction in this region requires a long-term military and financial commitment on the part of the Alliance. Failure in Afghanistan may diminish the effectiveness of NATO and undermine allied unity, perhaps pushing the United States to question the purpose of NATO itself. The Bucharest Summit will have to address a number of issues in respect of Afghanistan, including the need to generate sufficient military forces to carry out operations. NATO faces broader questions about its role and relevance in the 21st century, and the Defence Committee believes it needs to launch a far-reaching review of its strategic concept, setting forth a future role and purpose. NATO's willingness to fulfil a global role is critical to the continued support of the United States. NATO has shortfalls across a range of specific military capabilities which are seen as compromising its ability to mount and sustain the expeditionary operations that underpin the Alliance. The creation of the NATO Response Force is seen as representing a significant achievement but it needs to be financed out of NATO Common Funding. The Committee states that NATO's biggest shortfall is a lack of political will, where a large and growing gap exists between the United States and the European members in defence spending. The Committee further states that the relationship between NATO and the EU is plagued by mistrust and characterised by unhealthy competition. Improving communication and cordination between the two is seen as essential. The Committee views NATO as indispensable to the Alliance.
