Given the similar structural constraints, the author considers why the Ogoni adopted nonviolent resistance, and the Ijaw violent resistance. Book excerpt: Fidelis Allen situates violent conflict in the Niger Delta in the context of failure by government to effectively implement relevant oil-related environmental policies intended to achieve sustainable development, arguing that oil and environment-related conflicts in the region are reflections of this failure. This failure is premised on the notion that the goal of sustainable development, as clearly outlined in Nigeria’s National Environmental Policy and implied in various other policies, can be pursued through the activities of government, individuals and business organisations that are capable of engendering economic and social progress for communities that depend on the environment for their survival. In fact, available evidence shows that government and oil company activities (or failures to act) actually contribute to the despoliation of the environment in the Niger Delta. Despite existing environmental legislations and guidelines, unsafe waste disposal, flaring of gas and oil spillage remain key features of oil industry operations in the Niger Delta. Not surprisingly, the book highlights a lack of synergy between government and oil company activities, and the attainment of sustainable development as a key goal of the environmental policy of the government. In other words, the activities of the government and oil companies do not sufficiently promote sustainable development. The net consequence is reflected in the frustrations of local justice and environmental movement groups about the political processes which deter (rather than enable) their agitation for improvements in local living conditions and development in the Niger Delta. Over time, those frustrations begin to manifest at different levels, including aggressive and violent behaviours against oil companies and government security agencies for their contributory roles.

The region is naturally endowed with oil and gas resources which happen to be the mainstay of the Nigerian economy, accounting for more than 50 per cent of the nation's revenue. However, the availability of the enormous oil and gas resources does not appear to reflect in the infrastructural development and the living standard of the local community populace within the region. There is a steady tussle over the control of oil and gas resources. Fairly ingrained in the socio-political system in this part of the world, is an alleged desire to satisfy the unquenchable avarice of the privileged class. This development has exhumed the appalling realization that man has not truly become his brother's keeper. The excruciating experience of man's cruelty to man is a fact of life in most modern human societies. This reflects in the manner of distribution of national wealth. The Niger Delta region is on the trail with the vast majority of human societies marked by conflicts over natural resources distribution. The ethnic polarization of the delta region has not helped matters in this regard. An intense form of fractionalization within a state often drags along social, cultural, political and economic deprivations with the attendant social inequalities in material well-being. The Niger Delta region of Nigeria typifies the fact that man has not been able to solve his problems and help himself whereas the nugget of truth is sometimes hidden in the coarse grains of paradox. Within the region, the local population appears to be perpetually at the receiving end of a socio-political suspense game. There is a firmly established and unrestrained yearning to acquire wealth, which leads to a constant process of struggle. In this struggle, the more able gain and the less able lose. The ensuing regional distress and the passion for its cure breathe through this book.

The author's field studies among the Ijo, Ibibio, and Ibo peoples have made possible an analysis of the essential processes of economic and political transformation which lay behind the oral traditions. There are also detailed and often lively accounts of the European traders. The study concentrates on the two principal Oil Rivers states which nineteenth century writers called New Calabar and Grand Bonny. For purposes of comparison the adjacent states of Brass (Nem?) and Okrika, the Andoni peoples and the Efik state known to Europeans as Old Calabar are also examined. The study ends in 1884, the year that marks the beginning of the Brithsh Protectorate government and with it the end of indigenous systems of government which characterised these Oil River States during the nineteenth century. The monarchies established in the eighteenth century by King Pepple of Bonny and King Armakiri of Kalabari and the political and economic organisations developed under their rule were coming to, or had already come to, an end, with new oligarchies developing in their place.
