Book excerpt: This book examines contemporary changes in labor market institutions in the United States, Germany, Denmark, Sweden, and the Netherlands, focusing on developments in three arenas - industrial relations, vocational education and training, and labor market policy. While confirming a broad, shared liberalizing trend, it finds that there are in fact distinct varieties of liberalization associated with very different distributive outcomes. Most scholarship equates liberal capitalism with inequality and coordinated capitalism with higher levels of social solidarity. However, this study explains why the institutions of coordinated capitalism and egalitarian capitalism coincided and complemented one another in the "Golden Era" of postwar development in the 1950s and 1960s, and why they no longer do so. Contrary to the conventional wisdom, this study reveals that the successful defense of the institutions traditionally associated with coordinated capitalism has often been a recipe for increased inequality due to declining coverage and dualization. Conversely, it argues that some forms of labor market liberalization are perfectly compatible with continued high levels of social solidarity and indeed may be necessary to sustain it.

Using the concepts of economic, industrial and enterprise democracy, the author focuses on the history of Finland and Sweden during the latter part of the twentieth century. The three concepts are discussed in relation to various political groups, such as social democrats, conservatives and liberals, and the reforms that they were associated with, painting a picture of changing economic thought in the Nordic countries, and the West more generally. Arguing that the concept of democracy has evolved from representative parliamentary democracy towards ‘participation’ in civil society, this book demonstrates how the ideal of individual freedom and choice has surpassed collective decision-making. These shared characteristics between Finland, Sweden and other Western countries challenge the view that the Nordic countries have been exceptional in resisting neoliberalism. In fact, as this book shows, neoliberalism has been influential to the Nordics since the 1970s. Surveying the fortunes of these two types of parties in different countries, the author develops a framework for explaining their relative success and failure. Using the specific cases of two Swedish protest parties, the Green Party and New Democracy, a systematic comparison is made of their electoral constituencies, party organization and elite behaviour to show that there are common origins, similar difficulties but divergent strategies. The case study reveals the different way in which political systems incorporate contemporary left and right forms of protest.

Book excerpt: Several years ago, freshly returned from a year in Stockholm but deeply en meshed in the American Malaise of the late 1960's, I sketched out an image of Swedish policy-making that defined a generalized policy-making role and sought to relate that role to both citizen attitudes and the elite political culture 1 in Sweden. Although that sketch seems to have been taken seriously by other foreigners, I think it is fair to say that the principal reaction of my Swedish friends and colleagues was amusement. When I later (1970-71) returned for another year in Stockholm, I found myself being introduced at parties as the man who had written ''that marvelously out-of-date sketch of how Swedish politics used to work-hah, hah. " Or, I would be referred to as the American who, like Marquis Childs some years earlier, "believed our propaganda. " By 1970-71, of course, the Swedish political environment had become more boisterous than it had been in 1967-68. Indeed, during the course of that year my amused colleagues found themselves enmeshed in a strike action against the government that was part of an emotional series of such actions that some observers thought would bring most public services to a halt. If my earlier portrait had been influenced (too much, they thought) by the American Malaise in which I was implicated, so must their later reaction to my portrait have been influenced (too much, I thought) by the Swedish Turmoil of 1970 and 1971.

Arnold Barton investigates Norwegian political and cultural influences in Sweden during the period of the Swedish-Norwegian dynastic union from 1814 to 1905. After a proud medieval past, Norway had come under the Danish crown in the fourteenth century and had been reduced to virtually a Danish province by the sixteenth. In 1814 Denmark relinquished Norway, which became a separate kingdom, dynastically united with Sweden with its own constitutional government. Disputes during the next ninety-one years caused Norway unilaterally to dissolve the tie in 1905. Barton is the first historian to look beyond the cultural conflicts and examine the impact of the union on internal developments, particularly in Sweden. Prior to 1814, Norway, unlike Sweden, had no constitution and only the rudiments of higher culture, yet paradoxically, Norway exerted a greater direct influence on Sweden. Reflecting a society lacking a native nobility, Norway's 1814 constitution was - with the exception of that of the United States - the most democratic in the world. It became the guiding star of Swedish liberals and radicals striving to reform the antiquated system of representation in their parliament. Norway's cultural void was filled with a stellar array of artists, writers, and musicians, led by Bjoornsjerne Boornson, Henrik Ibsen, and Edvard Grieg. From the 1850s through the late 1880s, this wave of Norwegian creativity had an immense impact on literature, art, and music in Sweden. By the 1880s, however, August Strindberg led a revolt against an exaggerated ""Norvegomania"" in Sweden. Barton sees this reaction as a fundamental inspiration to Sweden's intense search for its own cultural character in the highly creative Swedish National Romanticism of the 1890s and early twentieth century.

Book excerpt: Parliamentary democracy is the most common regime type in the contemporary political world, but the quality of governance depends on effective parliamentary oversight and strong political parties. Denmark, Finland, Iceland, Norway, and Sweden have traditionally been strongholds of parliamentary democracy. In recent years, however, critics have suggested that new challenges such as weakened popular attachment, the advent of cartel parties, the judicialization of politics, and European integration have threatened the institutions of parliamentary democracy in the Nordic region. This volume examines these claims and their implications. The authors find that the Nordic states have moved away from their previous resemblance to a Westminster model toward a form of parliamentary democracy with more separation-of-powers features—a Madisonian model. These features are evident both in vertical power relations (e.g., relations with the European Union) and horizontal ones (e.g., increasingly independent courts and central banks). Yet these developments are far from uniform and demonstrate that there may be different responses to the political challenges faced by contemporary Western democracies.

To create solidarity and overcome workers' opposition to centralized control of the labor movement, Swenson argues, union leaders depend heavily on moral appeals concerning fair pair distribution and on success in fulfilling workers' expectation of fairness. Theoretical developments within sociology, social psychology, public choice and political science are combined to enrich the analysis. Some of the theoretical elements used in this book are organizational waves of development, organizational life cycles, political opportunity structure, and topologies of collective action organizations. The book analyzes Swedish civil society history from the Midas to the 1990s. Swedish civil society history is divided into six periods. The role played by collective action organizations in the important developments in politics, society and economy in this one hundred and fifty year period are described, compared and analyzed. The primary focus is the impact of change brought about by these developments on collective action organizations.
