This conflict escalated in the fall of 1996, when the United States unilaterally decided to deny Secretary-General Boutros Boutros-Ghali a second term. In this book Boutros-Ghali argues that U.S. policy toward the United Nations threatens the fragile fabric of the international organization. By selectively consulting the Security Council, the United States has frequently condemned the United Nations to the status of scapegoat in international affairs, notably during peacekeeping missions in Bosnia, Somalia, and Rwanda. Meanwhile, the United Nations's financial crisis persists as the United States fails to pay its bills while seeking to further increase its already considerable influence within the organization. In October 1995 President Clinton lavishly praised Boutros-Ghali for his "outstanding leadership," and thanked him for his "vision." Yet, a mere four months later, the Clinton administration decided that Boutros-Ghali would have to go. What happened in that short time to convince the United States that the secretary-general was now a liability? United States domestic electoral politics were decisive: While campaigning for the primaries, Bob Dole was scoring heavily by repeatedly ridiculing Boutros-Ghali. To neutralize Dole's challenge, Clinton denied the controversial secretary-general a second term, vetoing his reelection in the Security Council despite unanimous support from its other members. Boutros-Ghali reveals the dramatic conflict and the personalities involved and considers the future of the United Nations in light of American domination.

What is the role of complex principals - most notably member states - and the complex agents in the bureaucracies of international organizations in budgeting processes? And what does a focus on budgeting tell us about the changing nature of the system of international organizations? This book provides answers to these questions through a detailed examination of budgeting in the UN system. The analysis draws on both quantitative and qualitative observations for a total of 22 UN system organizations and detailed case studies for the United Nations, ILO, UNESCO, and WHO. The findings demonstrate the importance of three key organizational outcomes— proceduralization, routinization, and budgetary segmentation - as international organizations grapple with managing discord over priorities as a result of complex principal— agent constellations. Contrary to a common view of international bureaucracies as pathological organizations, core budget routines are mostly successfully maintained. However, principal constellations become more complex, notably through the rise of voluntary contributions and non-state donors; budgetary segmentation advances, in some cases even leading to the setting up of new international organizations; and budgeting and resource mobilization become ever more intertwined. As a consequence, the capacity of international bureaucracies to fulfil their budgeting responsibilities is stretched to the limits and beyond. Most of this attention is highly critical of both the UN system and International NGOs. Sometimes, this criticism lacks depth or reflects insufficient understanding of these organizations, or is based on narrow, and sometimes biased, internal political concerns of a particular country. International relations theory has insufficiently studied the type of linkages that these organizations provide between international decision-making and Northern fundraising on the one hand, and practical action in the South on the other. As a result, current theory too rarely focuses on the inner functioning of these organizations and is unable to explain the deficiencies and negative outcomes of their work. While the authors identify and describe the pathologies of international organizations in, for example, international diplomacy, fundraising, and implementation, they also stress positive elements, such as their intermediary role. The latter, in particular, could form the basis of more efficient and effective policies, in addition to other recent trends, also described in this volume, that hold hope for a stronger functioning of these organizations in the future. This book presents a long overdue empirical and theoretical overview of criticism on and cures for these organizations. It provides a fundamental rethinking of current approaches to the management of international organizations.

On the other hand, the United States is also the largest debtor caused by either partially or fully deferred payments. This leads to a vicious circle: Large amounts of unpaid assessed contributions cause tremendous administrative difficulties for the programme budgeting activities of the UN. Also, many UN Specialized Agencies suffer under the US financial behaviour. The United States is in favour of shifting from assessed to voluntary contributions. Since most of them are restricted to specific projects or countries, this would imply that the US as the most important donor of voluntary contributions would also become the dominant decision-maker in the UN. The author analyses the funding behaviour of the United States over the last decades and shows that financial leverages are an inherent policy tool of the US vis-à-vis the UN.
