In that same period the size of the Army has decreased by one-third. Many of the capabilities from the active Army have been shifted to the reserve components. This has led to an increased utilization of the Army's reserve components to meet the needs of the Army. Today, soldiers from the active Army, US Army Reserve, and the Army National Guard are fully integrated across the full spectrum of operations to accomplish the Army's missions. However, this increase in workload for a part-time force structure must come at a cost. This thesis attempts to define the impacts of the increased utilization of the reserves and to determine how they might affect the ability to mobilize for a major war. It demonstrates that the increase has positive effects at the macro (or Army) level, as training and experience increase while aggregate operations tempo decreases; and negative effects at the micro (or soldier) level as increased reserve obligations put stress on soldiers, families, and employers. This project also examines the role that the reserve components play in the execution of the national military strategy.

This paper will assist in identifying appropriate roles and missions for the reserve component by reviewing: the Constitution and statutes, which organized the reserve forces; the historic uses of the reserves; the strengths and weaknesses of the reserve forces; and the national policy guidance found in the National Security Strategy, National Military Strategy, and the bottom-Up Review. Book excerpt: Not since WWII has the U.S. National Military Strategy (NMS) relied so heavily upon the use of the Army National Guard and Army Reserve to prosecute a war. The "Total Force Policy" eliminated our nation's ability to rapidly expand the size of our military force through the draft, and placed our Reserve Components (RC) in the role of a strategic reserve. Today, the RC role has expanded into one in which they are fully integrated into the NMS as an operational force. At the core of this strategy is the ability to respond to crises worldwide through the power projection of U.S. based active component (AC) and RC forces. Until recently, the large-scale mobilization of RC forces was rarely exercised or evaluated at a strategic level to determine the validity of these plans. When looked at critically, many mobilization plans were invalidated by the Base Realignment and Closure (BRAC) legislation of the last decade. This paper examines this perilous situation in more depth and offers strategic recommendations to better address capacity gaps and reduce the risks created by current BRAC actions, the Integrated Global Presence and Basing Strategy (IGPBS), and the conversion of AC and RC to the modular force.

In reviewing the past several decades of heavy use of the reserve components, most notably as an integral part of recent operations in Iraq, in Afghanistan, and in the homeland, the Commission has found indisputable and overwhelming evidence of the need for change. Policymakers and the military must break with outdated policies and processes and implement fundamental, thorough reforms. Many of today's profound challenges to the National Guard and Reserves will persist, notwithstanding force reductions in Iraq and Afghanistan. The need for major reforms is urgent regardless of the outcome of current con icts or the political turmoil surrounding them. The Commission believes the nation must look past the immediate and compelling challenges raised by these con icts and focus on the long-term future of the National Guard and Reserves and on the United States' enduring national security interests. In our nal report, the Commission rst assesses the necessity, feasibility, and sustainability of the so-called operational reserve, which is signi cantly different from the strategic reserve of the Cold War. We assess the unplanned evolution to an operational reserve. We then evaluate the factors that should in uence the decision whether to create a truly operational reserve force, including the threats to our nation in the current and emerging security environment; the military capabilities, both operational and strategic, necessary to keep America secure in this environment; the urgent scal challenges caused by the spiraling costs of mandatory entitlement programs and ever-increasing cost of military personnel; and the cost and value to the nation of the National Guard and Reserves. And we consider the challenges the nation faces in funding, personnel policy, recruiting, equipment shortages, and other obstacles to creating a sustainable operational reserve force. Second, we assess the Department of Defense's role in the homeland and whether it is clearly de ned and suf cient to protect the nation; the role that the reserve components, as part of DOD, and other interagency partners should play in preparing for and responding to domestic emergencies; the role and direction of U.S. Northern Command, the joint command in charge of federal homeland defense and civil support activities; the role that states and their governors should play in homeland response; the need to rebalance forces to better address homeland response needs; and the implications of these assessments for the readiness of the reserve components. Third, we examine what changes need to occur to enable DOD to better manage its most precious resource-its people. We consider what attributes of a modern personnel management strategy would create a true continuum of service; how reserve component personnel should be evaluated, promoted, and compensated; what educational and work opportunities they should be given to maximize the return to the nation from their service; how DOD should track the civilian skills of reserve component members; whether the active and reserve personnel management systems should be integrated; why the prompt establishment of an integrated pay and personnel system is urgent; how many duty statuses there should be; and what changes need to be made to the active and reserve retirement systems to ensure that both serve force management objectives and are sustainable. Fourth, we explore what changes need to be made to develop an operational reserve that is ready for its array of overseas and homeland missions.

Book excerpt: After a study of the history of the Reserve forces of the United States it was found that the citizen soldier has been the backbone of this country's national defense since before it became a sovereign nation. Most of the time the militia has performed with distinction; but there have been times, because of a lack of unity of command, when its performance lacked the elements of a well disciplined and effective force. Then after a study of the national laws and Army Regulations governing the organization and training of the Reserve Components, it was found that they have evolved into a useful and potent instrument for national defense. However, because there is no longer a military draft, the Armed Forces must rely on an all-volunteer Reserve Force as well as on all-volunteer Active Force. Moreover, because of the increasing reliance that has been placed on the Reserve Components in the total force structure, the Reserve needs to find ways to increase its readiness more rapidly. One solution to improved Reserve readiness would be for the Secretaries of the respective defense departments to be able to call Reserve Components to active duty for short periods of training before mobilization rather than after.

Significant changes in the world's geopolitical landscape since 1990 have caused dramatic reductions in our active forces and resulted in an ambitious new national military strategy that includes a frenetic operational tempo, decreased deployment times and increased readiness requirements for many previously unheard of missions. While numerous initiatives have been undertaken recently to enhance the readiness of Army reserves, their ability to accomplish these new missions remains in question. This paper reviews the origins of Secretary of Defense Melvin Laird's Total Force and tracks its development through the 1970s and 1980s until its 'final examination' during Operation DESERT STORM. It also examines Active Component initiatives undertaken to enhance the viability of reserve forces and the recent designation of select RC units as early wartime deployers. The author then addresses several recurring and unresolved maladies that face reserve commanders, tying their hands in the struggle with unit readiness. He finally presents recommendations that would remedy many of these reserve-unique issues.

With the theme of transformation centered on the concept of a lighter and more mobile force, we will see radical departures from the old ways of doing business. This has significant implications not just for combat forces, but also for support elements, which are heavily concentrated in the RC. In this paper I will first explore the impact of Army Transformation on the RC, examining its implications from both a combat and support perspective. I propose to begin this examination by analyzing the RC combat force, which is concentrated in the Army National Guard (ARNG), focusing on its current missions and structure. Particular attention will be given to Guard's potential role as a Homeland Defense force and the need to adjust its structure to support this role. Then, I will examine the Army's strategy for reducing support in the baftle- space (footprint reduction), with emphasis on the U.S. Army Reserve (USAR). I will determine the extent to which these efforts have moved forward and whether the USAR will have to redefine itself (given its large support structure) in a reduced support in environment. Next, I will examine transformation and current force capabilities. There is a need for the Army to maintain current force capabilities while transforming by recapitalizing existing equipment throughout the total force. Finally, transformation holds the potential to derail current integration efforts as the Army becomes disparate in its capabilities with the entry of interim and objective units into the force. Current fielding plans reflect legacy forces being concentrated in the RC and Interim and objective forces concentrated in the AC during the mid to later stages of transformation.

Charged by Congress, the Department of Defense is examining a broad range of issues concerning U.S. military policy and strategy (inter alia, future national defense strategy, the force structure necessary to implement that strategy, the affects of technology on force structure, and the anticipated roles and missions of the Reserve Components in executing the defense strategy) that will have farreaching consequences for the United States. Before these crucial issues are addressed, however, a more fundamental question needs to be explored: what does the United States want its military to do? In other words, what are the future roles of the U.S. military? Only after this issue has been answered can the Department of Defense turn to the other important issues posed by Congress. In the pages that follow, Dr. William T. Johnsen tackles this question. In brief, he concludes that the U.S. military will continue to perform its traditional roles: deterrence, reassurance, compellence, and support to the nation. The method and manner of carrying out those roles, however, will change; in some cases substantially. The implications of these adapted roles will be considerable. More importantly, Dr. Johnsen also examines the emerging role of preventive defense and its potentially profound consequences for the U.S. military. The debates carried out within and about the QDR will shape the security policy of the United States well into the 21st Century.
