Book excerpt: During the 1990s and the early 2000s, reforms were sweeping across the member countries of the Organisation for Economic Co-operation and Development, aiming to bring about a transformation from passive to active employment and social policies. In more recent years, reforms have focused on the governance and implementation of labour market policies. Hence, many countries have witnessed major restructuring processes of the institutional arenas for the administration of income protection schemes and the delivery of employment services. This book identifies how labour market policies are governed, and what new forms of governance have been introduced in various countries. The book address the questions: Why do changes in governance structures apparently dominate the employment and social policy area at present? Are the reforms only "technical" and "a-political" (to pursue effectiveness, efficiency, responsiveness, and the like) as claimed by the decision makers? What are the implications for service delivery agencies, front-line workers, and the unemployed, as well as for the practical policy and service production processes taking place in these public - and increasingly private - agencies? From a cross-national perspective, this book - as one of the first in the field - analyzes the relation between the many recent governance and operational reforms and substantial changes of labour market policy. The book consists of four parts, examining: the tendency in several countries to dissolve the public employment services (PES) and replace them with new types of implementation units, paying special attention to the process of decentralization of responsibilities to sub-national entities * the more and more widespread tendency of marketization of employment services * the impacts of institutional reforms on the front-line implementation of employment services * alternative governance mechanism and strategies, among these, outplacement and new roles for the PES as seen in Finland.

Despite this, job creation is largely invisible in labour law studies, hidden by the nature of many job creation initiatives as promotional and facilitative forms of regulation.Regulating for Job Creation addresses this shortcoming in labour law scholarship by employing a regulatory perspective to chart the trajectory of Australian Government efforts to create jobs and reduce unemployment over the period 1974-2008, an era when, paradoxically, there is said to have been a 'hollowing out' of the state. In order to more closely explore the regulatory character of job creation policies and programs, in particular the nature and function of law in this context, the book presents case studies of three key Commonwealth job creation programs from the last three decades: the Community Employment Program; JobStart; and the New Enterprise Incentive Scheme.Howe argues that the state has played an increasingly complex and diverse regulatory role in the formulation and implementation of labour market policies such as job creation programs, contradicting any suggestion of a withdrawal by the state from the realm of governance. The book also reveals that job creation programs are a significant aspect of the role of the state in both the formation and regulation of labour markets as the primary mechanism for the distribution of labour in capitalist democracies. Good governance in social security administration is indispensable to achieve the desired results because new policies and strategies can only be as good as their implementation. The article focuses on good governance at two levels of authority: i) the social security organization, and ii) national Government. At the level of a social security organization, we discuss a stylized governance framework that provides an overview of what is involved in the implementation of a social security programme. The discussion is elevated to the national level in order to focus on the governance of a social security system. From a governance point of view, this article underscores the primary role of governments to facilitate national consensus on the overall objectives of the country's social security system. It argues for the designation of a national authority on social security to ensure the coherent implementation and development of the various programmes that comprise the country's social security system. Greater synchronization of social security policy with employment and labour market policies is important to ensure positive synergies and joint effectiveness in providing access to work opportunities in the formal sectors of the economy, which is key to tackling poverty and social exclusion and to enabling the poor greater access to more comprehensive forms of social security protection. Good governance will better ensure the sustained and lasting contribution of social security to national economic growth and development.
