Book excerpt: Chile, which suffering from many of the same social and economic problems that afflict other Latin American countries, has enjoyed remarkable political stability. With the exception of one brief interlude, Chile has been governed by elected rules for half a century. The feature of Chilean development that explains its exceptional nature in contrast to the rest of Latin America is the special role of the bureaucracy, which functions as a broker for the conflicting demands of both the new and the traditional groups. Yet a strong dichotomy is evident between the entrepreneurial and bureaucratic elites, which have benefited and participated in the dominant society, and the peasantry, which has been largely exploited and excluded from the polity. Petras finds that the attempts to develop a dynamic industrial society in Chile have so far ailed. Chronic problems of slow economic growth and a rigid social system have been managed through a delicate system of political balances involving established parties and interest groups. While this arrangement has contributed to Chile's stability, it has also served to delay the entry of the peasantry and urban lower class into the polity, and as these groups do enter the political arena, they do so as radicals, increasingly hostile to established leaders and institutions. Working with fresh data, Petras considers virtually every aspect of Chile's social, political, and economic development, including industrialization and the roles of the right wing, the middle class, the peasantry, and the bureaucracy; and he gives detailed consideration to the programs and behavior of the Popular Action Front (FRAP) and the Christian Democratic party. In his final chapter,the author hazards a number of predictions concerning the future course of Chilean politics. He anticipates that the present trend toward basic social change will continue and that this will include limitation of the powers and prerogatives of the rich, a greater role for the government in planning and directing the economy, and some outright expropriation. In the long run, a realignment of major politcal forces is probably, with the likely result that opposition to reform will increase. The heavy involvement of North American firms in the Chilean copper-mining industry could lead to a conflict between a national-popular government in the United States. Book excerpt: The Armed Forces Qualification Test, the screening test used by all the services, must provide both a measure of general military trainability and measures of specific aptitudes. Following the research design for previous forms, experimental test items in four content areas developed by the separate services were administered to 3000 Armed Forces personnel for item analysis and item selection. Final forms were then administered to standarization samples representative of the mobilization population as a basis for conversion of test scores to percentile norms. AFQT 7 and 8 correlated substantially with preceding operational forms (r = .89 - 90) and are satisfactory alternate forms for screening. Correlation of AFQT 7-8 with years of formal education (r = .53) was slightly less than for the previous forms. Because of the high degree of equivalence of the two forms (r = .94) established in samples totaling 600 cases, a single conversion table was established for AFQT 7 and 8. Based on experimentation, instructions for administering AFQT 7 and 8 have been made shorter and simpler than for previous forms, with no loss in test effectiveness. (Author).

They form the Armed Forces for the nations. Such brilliant military officers like Caesar and Napoleon made their marks; and, in contemporary times, the Armed Forces of United States, France, Britain, Australia, etc are making remarkable contributions to technological developments. Such infrastructure as the Internet, the GPS and the cell phones are products that have significant military contributions. This book scans across the major regions of the world, highlights the efforts of representative countries in the regions and observes that nations that have harnessed the efforts of their Armed Forces have progressively developed. It is also observed that developments in America and Europe, though not entirely dependent on their Armed Forces, have been greatly affected by their efforts. In Asia, such countries as the People's Republic of China, Brazil, India, Pakistan and Singapore utilise the human and material resources within the Armed Forces for national growth and cohesion. Development effort is least in the African Region, except South Africa and Egypt; notwithstanding the high potentials as exhibited by Nigeria's Armed Forces. Although attempts to industrialise through the Armed Forces may be able to create economic development for developing nations, such factors as historical background, economic resources, political climate, government policies and infrastructure are equally important. Economic development programme of an aspiring country should: i. promote education and access to knowledge ii. aspire to economic self-sufficiency in economic power iii. allow and promote private sector and foreign participation in defence production, research and development iv. commit itself to the establishment and support of defence industries v. indigenise defence programmes, establish a balance between military and economic development and vi. mobilise the nation's economy through technology partnership with the private sector and foreign investors.

Book excerpt: The Royal Navy invented the fast motor torpedo boat during the First World War, and used it and other small coastal craft to great effect during the Second. This book tells the dramatic story of British coastal forces, both offensive and defensive, in both World Wars and beyond. In the Second World War, British coastal forces fought a desperate battle to control the narrow seas, particularly the Channel and the North Sea, and took the war to the coasts of German-occupied Europe, fighting where larger warships could not be risked. They also made a significant contribution to victory in the Mediterranean, but it was primarily warfare in home waters that shaped wartime British Coastal Forces and left lessons for postwar development. In this book, Norman Friedman uniquely connects the technical story of the coastal craft and their weapons and other innovations with the way they fought. In both world wars much of the technology was at the edge of what was feasible at the time. Boats incorporated considerable British innovation and also benefited from important US contributions, particularly in supplying high-powered engines during World War II. In contrast with larger warships, British coastal forces craft were essentially shaped by a few builders, and their part in the story is given full credit. They also built a large number of broadly similar craft for air-sea rescue, and for completeness these are described in an appendix. This fascinating, dramatic story is also relevant to modern naval thinkers concerned with gaining or denying access to hostile shores. The technology has changed but the underlying realities have not. This book includes an extensive account of how coastal forces supported the biggest European example of seizing a defended shore, the Normandy invasion. That was by far the largest single British coastal forces operation, demanding a wide range of innovations to make it possible. Like other books in this series, this one is based very heavily on contemporary official material, much of which has not been used previously like the extensive reports of US naval observers, who were allowed wide access to the Royal Navy as early as 1940. Combined with published memoirs, these sources offer a much more complete picture than has previously appeared of how Coastal Forces fought and of the way in which various pressures, both operational and industrial, shaped them.
