The rapid expansion of the fishing industry in the last century has raised major concerns over the long-term viability of many fish species. International fisheries organizations have failed to prevent the overfishing of many stocks, but succeeded in curtailing harvests for some key fisheries. In Adaptive Governance, D. G. Webster proposes a new perspective to improve our understanding of both success and failure in international resource regimes. She develops a theoretical approach, the vulnerability response framework, which can increase understanding of countries' positions on the management of international fisheries based on linkages between domestic vulnerabilities and national policy positions. Vulnerability, mainly economic in this context, acts as an indicator for domestic susceptibility to the increasing competition associated with open access and related stock declines. Because of this relationship, vulnerability can also be used to trace the trajectory of nations' positions on fisheries management as they seek political alternatives to economic problems. Webster tests this framework by using it to predict national positions for eight cases drawn from the International Commission for the Conservation of Atlantic Tunas (ICCAT). These studies reveal that there is considerable variance in the management measures ICCAT has adopted--both between different species and in dealing with the same species over time--and that much of this variance can be traced to vulnerability response behavior. Little attention has been paid to the ways in which international regimes change over time. Webster's innovative approach illuminates the pressures for change that are generated by economic competition and overexploitation in Atlantic fisheries. Her work also identifies patterns of adaptive governance, as national responses to such pressures culminate in patterns of change in international management.

Chapter 1 describes the basic assumptions underlying the optimal allocation of natural resources and the inherent characteristics of fisheries that determine, under unrestricted access, the failure to allocate resources, economic inefficiency and overfishing. To mitigate these undesired effects, the bioeconomic literature invokes the allocation of property rights, which in turn must be implemented within a management context. Thus, in this Chapter we suggest some guidelines to conduct management plans. Static and dynamic bioeconomic models are presented in Chapter 2 as a theoretical framework for the design of intelligent management schemes aiming at sustainable use of fish stocks. Classic models are shown, such as the Gordon-Schaefer based on the logistic. We also develop new bioeconomic approaches, such as a distributed-delay model to add realism to Smith's fleet dynamics approach. Chapter 2 also includes an introductory version of a bioeconomic yield-mortality model, and dynamic age-structured models. A comparison of the dynamic and static trajectories is stressed. The price of time and its implications for optimal resource allocation over time is also discussed. For the sake of adding realism to the above models, the systems approach is used in Chapter 3 to model different technological and ecological complexities that occur in marine fisheries. Ecological interdependencies (competition, predation), as well as technological interdependencies resulting from fleets with different fishing power and/or gear types, operating on components of a stock, or on different target species of a "mixed stock", are specified and modelled.

Book excerpt: Co-management is often put forward as a way to foster sustainability and improve the adaptive capacity of small-scale fisheries. Transformations towards co-management are enabled by processes that support social change, such as nurturing leadership, collective action and learning, as well as political processes that change legislative frameworks from centralized to decentralized decision-making. However, major policy changes can be difficult and change-actors often fail to overcome barriers created by institutional friction, dominant policy discourses or powerful interests supporting the status quo. In the literature, special attention has been paid to social processes that foster cooperation, the role of bridging-actors on the path towards co-management, or conditions that influence its effective implementation. In this paper we shift the attention to political decision-making and changes in policy discourse as an integral part of fisheries' transformations. We use the well-studied cases of co-management transformations in small-scale fisheries to identify how interactions among political actors and stakeholders, as well as social-ecological interactions, shaped the policy discourse and influenced policy change during the transformation process. By comparing how policy change emerged across four fishery transformation cases, we illustrate the importance of (cross-scale and cross-type) coordination and collaboration among diverse political actors in creating conditions for adoption of legislation, as well as its timing during the policy process. The paper contributes to the literature on sustainability transformations by explaining how policy changes supporting such transformations may emerge, in addition to providing insight on political conditions and processes that could be fostered in order to support policy change towards decentralization in fisheries.
