The EU has long been a leading force in development cooperation. Together with the Member States, it is the world's largest provider of assistance going to developing countries - far ahead of any other donor. Book EU Development Policy

Download or read book EU Development Policy written by Daniela Forero Nuñez and published by diplom.de. This book was released on 2021-09-07 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: In light of the latest global developments, the search for all-embracing solutions based on multilateral cooperation, mutual trust and solidarity has underlined the need for global leadership, which the European Union (EU) is aiming to personify. After almost three decades since the signing of the Maastricht Treaty, the EU continues to play a major role in the international sphere and serves as a role model for strengthened cooperation beyond territorial borders. Nevertheless, the 21st century has been heavily marked by enormous challenges around the globe that do not stop at a national state’s borderline. Recent crisis, no matter if of humanitarian, political, environmental or financial nature have widened the existing inequality gap between the Global North and South, exacerbated social upheaval and eroded the legitimacy of several governments worldwide, bringing the efficacy of international cooperation in question. The European Development Policy aims to foster sustainable development and stability in developing countries, with the ultimate goal of eradicating extreme poverty. The following paper attempts to examine the coherence of the EU Development Policy, analyzing to what extent has the EU accomplished to translate its broad framework of principles, objectives and instruments into action.

Book Policy Coherence for Development in the EU Council

Download or read book Policy Coherence for Development in the EU Council written by Christian Egenhofer and published by CEPS. This book was released on 2006 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recognition of the fact that EU policies in non-development areas, such as trade, energy and migration, can also profoundly affect the poor in developing countries, the EU has affirmed?Policy Coherence for Development? as an important principle for achieving more effective development cooperation. This new CEPS study analyses whether policy-making processes in the EU Council provide sufficient scope for development inputs to be made in 12 key policy areas: trade, environment, climate change, security, agriculture, fisheries, social dimension of globalisation, employment and decent work, migration, research and innovation, information society, transport and energy. The study also includes coverage of the policy-making processes in the European Commission as it initiates and defends most of the policies being discussed in the EU Council. Its findings point to the highly segregated character of EU policy-making and provide interesting insights into the internal challenges the EU will need to address in order to fulfil its goal of achieving greater coherency in its (external) policy-making. To strengthen the potential for PCD the study suggests six proposals for structural reform as well as a set of specific recommendations.

Book EU Citizens and Development Cooperation

Download or read book EU Citizens and Development Cooperation written by and published by . This book was released on 2018 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Union and its Member States remain the biggest global donors of official development aid, contributing 75.7 billion euros in 2017. In fact, since the publication of the UN's 2030 Agenda for Sustainable Development in 2015, collective EU aid has grown by 12%. The EU played an important role in shaping the Agenda, and this is reflected in the European Consensus on Development. Adopted in 2017, the Consensus aligns EU development policy with the 2030 Agenda for Sustainable Development by providing a framework for action and a shared vision. Although the eradication of poverty remains the primary objective of development policy under the new consensus, it also integrates economic, social and environmental aspects of sustainable development and the links between development and other policies such as peace and security and migration. This survey follows on from previous ones on the topic, including those conducted annually since 2009. The objectives of the current survey are to: - Review the attitudes of Europeans towards the importance of helping people in developing countries and tackling poverty in these areas, as well as the perceived challenges for the future of developing countries; - Assess the personal commitment and involvement of Europeans in order to help developing countries; - Investigate the way Europeans receive information about development cooperation; - Assess views regarding the importance of gender equality in European development policy; - Canvass opinion regarding the role of private companies in development. This survey was carried out by TNS Opinion and Social network, in the 28 Member States of the European Union, between 23rd June and 6th July 2018. A total of 27,734 respondents from different social and demographic groups were interviewed face to face at home in their mother tongue on behalf of the Directorate-General for International Cooperation and Development (DG DEVCO). The methodology used is that of Eurobarometer surveys as carried out by the Directorate-General for Communication ("Media monitoring, media analysis and Eurobarometer"). A technical note on the manner in which interviews were conducted by the Institutes within the TNS Opinion & Social network is appended as an annex to this report. Also included are the interview methods and confidence intervals.

Book EU Strategies on Governance Reform

Download or read book EU Strategies on Governance Reform written by Wil Hout and published by Routledge. This book was released on 2013-09-13 with total page 181 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book discusses the European Union’s approach to governance reform in its development assistance relationships with various groups of developing countries. A group of expert authors outline the general features of the position on governance taken by the EU, which is currently the major multilateral donor of development assistance, and discuss the implementation of EU policies in a set of cases: the group of African, Caribbean and Pacific (ACP) states, the New Partnership for Africa’s Development (NEPAD), Southeastern Europe, Central Asia, the Euro-Mediterranean, Latin America and fragile states. The contributions to the book argue that the EU’s position on governance reform, particularly since the adoption of the European Consensus on Development in 2005, has had distinctly neoliberal overtones. The EU’s governance-related strategies have been instrumental to deepening market-based reform in aid-receiving countries. Policies on state-building adopted by the EU reflect mainly the interests of and ideas embraced by the EU and its member states. To an important extent, the rhetoric accompanying EU policies does not match with the political and social dynamics inherent in governance structures on the ground in many of its aid-recipient partner countries. This book was published as a special issue of Third World Quarterly.

Book The European Union and International Development

Download or read book The European Union and International Development written by Maurizio Carbone and published by Routledge. This book was released on 2007-12-12 with total page 266 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Union is a leading actor in international development, providing more than half of the world’s foreign aid, but also a unique case, combining the characteristics of a bilateral and a multilateral donor. Despite the general acknowledgment that policy coordination substantially improves both the effectiveness of foreign aid and the visibility of the EU in the international arena, Member States have consistently resisted any intrusion into what they consider a key area of their national sovereignty. The increases in volume of aid, the ambitious agenda on aid effectiveness, and the adoption of the European Consensus on Development indicate a change of direction. Using development policy as a starting point, this book provides a systematic analysis of the interaction between the European Commission and Member States. It explores the conditions in which the European Commission influences outcomes in the EU decision making process. It ultimately argues that the European Commission plays a leadership role, but this leadership is contingent upon the presence of an institutional entrepreneur, its internal cohesiveness, and the astute use of a repertoire of tactics. Demonstrating that development policy may provide fresh insights into EU integration theory, this book will be of interest to students and scholars of European Politics and International Development.

Book Sustainable Futures

Download or read book Sustainable Futures written by Raphael Kaplinsky and published by John Wiley & Sons. This book was released on 2021-06-15 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: Long before the pandemic, economies across the world were in trouble, with growth slowing across the board. This downturn coincided with growing inequality and social exclusion. Rising political dissatisfaction with ruling elites fuelled the rise of populism. Add to this the alarming environmental emergency and few can deny we live in a time of multiple sustainability crises. While this conclusion can lead to despair, in this broad-ranging book Raphael Kaplinsky, a leading development policy analyst, argues that the future is not necessarily bleak. Interrogating the causes and nature of the systemic crises we are living through, he shows how the challenges which we now face mirror previous historical epochs, in which dominant ‘techno-economic’ paradigms flourish, mature and run into crisis. In each case, decisive action is required to move to a more economically and socially sustainable world. In our time, we are witnessing the exhaustion of the Mass Production paradigm. How we herald and manage the transition to the next paradigm – that of Information and Communications Technologies – will determine our capacity to build a more prosperous, equitable and environmentally sustainable world. This book sets out an integrated agenda for action by multiple stakeholders to achieve this end.

Book Supporting the Sustainable Development Goals Across the World

Download or read book Supporting the Sustainable Development Goals Across the World written by and published by . This book was released on 2019 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The United Nations 2030 Agenda for Sustainable Development (the 2030 Agenda), with its 17 sustainable development goals (SDGs), is the international blueprint for poverty eradication and sustainable development. It therefore has immense importance as the shared agenda around which all countries must act to meet the needs of people within planetary boundaries. The EU and its Member States are fully committed to implementing the 2030 Agenda themselves and to advancing its implementation globally through the full range of their external actions. The 2017 European Consensus on Development (the Consensus) provides a new common policy framework for the development cooperation of the EU and its Member States, in support of this implementation. This report provides a short summary of how the EU and its Member States are supporting the implementation of the 2030 Agenda in developing countries through development cooperation. It responds to a specific commitment in the Consensus, to produce such a report in 2019 and every four years thereafter. It focuses on the period since the adoption of the 2030 Agenda by the UN General Assembly in September 2015 and is a contribution to EU reporting at the 2019 High Level Political Forum on Sustainable Development.
