A community of more than twelve million souls will be called on to elect, by a nearly universal suffrage, a chief Executive Magistrate, who is to exercise over them most of the powers that belong in other countries to the office of an hereditary sovereign. A proceeding of this kind is entirely without parallel in the previous history of the world, and were it to happen in some remote foreign nation, would be justly entitled to profound and anxious attention, as a mere experiment in the science of civil polity. When we recollect that this great and curious experiment is to be performed upon the living body politic of which we are ourselves members; that the fortunes of our country, and with them our own and those of our friends and families are involved to a considerable extent, in its results; - we shall perhaps consider it not unnatural to suspend for a few moments the ordinary routine of private business, and inquire with some seriousness into the nature of the duties which the crisis in question will devolve upon us as electors and citizens. We have said that there is nothing in the history of the world at all parallel to this singular and imposing scene. There have been, no doubt, and still are, other communities organized on the principle of an elective chief magistracy. The first gift for the University of Chicago was announced in Boston, May 30, 1889, and at that time a resolution was passed to undertake the establishment of a college in Chicago. The Board of Trustees was duly appointed in June, 1890, and held its first meeting for organization July 9, 1890. The first officers of instruction began work July 1, 1891. It was decided by the Trustees, in connection with the Quin quennial Celebration in 1896, to regard July 1, 1891, as the actual date of the begin ning of the work of'the University. The doors of the institution were opened for students October 1, 1892. The present Report covers the preliminary year 1891 - 92 and ten years of actual work closing July 1, 1902. It has been thought wise to regard the celebration of the Decennial of the University as covering the entire period of the year 1901 - 2. Exercises were held during the first week of July, and during the year the members of the various Departments, in celebration of the event, have contributed papers which are published in the volumes accompanying this Report. In placing before you the Reports Of the various Administrative Officers of the University (vol. I), the Catalogue of books, articles, and reviews published during these years (vol. II), the contributions of the various Departments of the University (vols. III - X), together with the Second Series of more elaborate contributions (vols. I - XVII), and the General Register of students and alumni, I desire to call attention to certain general matters which are not included in the special Reports, to make comment on these facts, and to formulate such suggestions as appear to be warranted by the experience of this first decade. In my comments and suggestions I have assumed the privilege of speaking frankly and plainly. It has seemed to me that a Report which was not thus candid and direct would not be worthy of the institution represented. The notes are numerous and copious, but I trust they will commend themselves as not of the kind that paralyse the student's own mental activity by superseding the necessity for it; but rather as stimulating it by presenting suitable material in a workable form, and furnishing guidance in such a way as to lead to future independence. The material has of course been supplied in the first place by the text itself. This has been to a small extent supplemented, but chiefly elucidated and illustrated, by matter drawn from sources many of them inaccessible to the English reader. A not inconsiderable element may lay some claim to origi nality, and perhaps this will be the most valuable part of the book to the real student, because treating from the objective standpoint of the foreigner, specially of the Englishman, matters of idiomatic difficulty upon which only scattered hints are to be found in sources English or German. I may refer particularly to the notes on the particles, on the exact force, as felt in the original, of words like erst, z'ibrzlgms, vol lends, &c., and of certain familiar but peculiar modes of con ception and expression which are too completely ingrained in the consciousness of a native for him easily to make them the objects of analysis or of explanation to others.
