Much of what he wrote remained unpublished at the time of his death in 2006, and so the editors have included a selection of his hitherto unpublished work along with some of his published writings. Breaking Japanese Diplomatic Codes, edited by Desmond Ball and Keiko Tamura, was published in 2013 and forms a part of the series that reproduces many of Sissons’ writings. In the current volume, the topics covered are wide. They range from contacts between the two countries as far back as the early 19th century, Japanese pearl divers in northern Australia, Japanese prostitutes in Australia, the wool trade, the notorious ‘trade diversion episode’ of 1936, and a study of the Japan historian James Murdoch. Sissons was an extraordinarily meticulous researcher, leaving no stone unturned in his search for accuracy and completeness of understanding, and should be considered one of Australia’s major historians. His writings deal with not only diplomatic negotiations and decision-making, but also the lives of ordinary and often nameless people and their engagements with their host society. His warm humanity in recording ordinary people’s lives as well as his balanced examination of historical incidents and issues from both Australian and Japanese perspectives are a hallmark of his scholarship.

Book excerpt: This book provides a detailed examination of Japan's diplomatic relations in the 1950s, an important decade in international affairs when new structures and systems emerged, and when Japan established patterns in its international relationships which continue today. It examines the process of Japan's attempts to rehabilitate itself and reintegrate into a changing world, and the degree of success to which Japan achieved its goals in the political, economic and security spheres. The book is divided into three parts, each containing three chapters: Part I looks at Japan in the eyes of the Anglo-American powers; Part II at Japanese efforts to gain membership of newly forming regional and international organizations; and Part III considers the role of domestic factors in Japanese foreign policy making. Important issues are considered including Japanese rearmament and the struggle to gain entry into the United Nations. In contrast to much of the academic literature on post-war Japanese diplomacy, generally presenting Japan as a passive actor of little relevance or importance, this book shows that Japan did not simply sit passively by, but formed and attempted to instigate its own visions into the evolving regional and global structures. It also shows that whilst Japan did not always figure as highly as its politicians and policy makers may have liked in the foreign policy considerations of other nation states, many countries and organizations did attach a great deal of importance to re-building relations with Japan throughout this period of re-adjustment and transformation.

Book excerpt: This book explores the party politics and political system of Japan, which since 1955 has been dominated by the Liberal Democratic Party (LDP), with a particular focus on the evolution of LDP governments between the 1990s and 2010s. Through its evaluation of the legacy of post-war opposition parties, the politics of electoral reform and the crucial importance of foreign policy (especially in relation to China), this volume argues that Japan has ‘lost its way’, and that for recovery it needs to move away from single-party dominance. Despite the failures of the Democratic Party (DPJ) government 2009-2012, the reasons for which are explored, the need to combat economic, social and political stagnation requires a more pluralist political environment, in which LDP monopoly of policy and personnel can be realistically challenged by vigorous opposition parties. Comparisons are made with other parliamentary democracies, in particular the United Kingdom, Australia and Sweden, to indicate that single-party dominance is an inadequate substitute for competition between genuine political alternatives.
