Book excerpt: The Landing Craft Mechanized (LCM) was used in Army and Joint combat, stability, and support to civil authority operations for over 50 years. The LCM is the Army's smallest, most practical capability to conduct operational maneuver within the littorals to achieve tactical success, move operationally ready forces by water to austere access points, and rapidly enable sustainment operations via inland waterways. The LCM has exceeded its operational lifecycle and does not meet the Joint Task Force Commanders' required capabilities for waterborne operations. Those requirements include: to carry an M1A2 tank, to maneuver "combat ready" Stryker vehicles, and to rapidly maneuver and deploy combat forces. The Army concept framework together with the Army Transportation Corps' Capability Based Assessment (CBA) of Army watercraft and historical landing craft uses provides a case study into the landing craft capability gap. The Army must decide whether to retain, divest, or pursue a new material landing craft solution that meets the needs of the Joint Task Force Commander. Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

Book excerpt: This study examines the historical development of the landing craft and the roles and missions of the landing craft air cushion (LCAC). In examining the development of the modern landing craft from Gallipoli to Operation Desert Storm, a conclusion to the evolution of the landing craft can be reached. Once a determination as to the logical evolving of the conventional landing craft into the LCAC can be made, then an assessment as to the LCAC in modern day missions can be made. This study examines the evolution of the LCAC and makes an analysis of the recent missions that the LCAC participated in. The impetus for this research was to respond to the question of whether the LCAC fulfills modern day roles in expeditionary operations. This study determines that a current analysis of the LCAC in expeditionary missions could be accomplished by studying predominantly the historic roles of the landing craft. Roles that focus primarily on the landing craft as the primary movement of equipment and troops to the shore from amphibious shipping at sea. Current operations take into account the ability of the LCAC to operate from beyond the horizon. With the LCAC's speed and maneuverability what role will it have in the expeditionary doctrine of Operational Maneuver from the Sea? Deployment of landing craft including the LCAC is, for this study, delivered to the area of operations and then utilized for amphibious operations.

Book excerpt: At the request of the Chief of Naval Operations, the National Research Council (NRC) conducted a study to determine the technological requirements, operational changes, and combat service support structure necessary to land and support forces ashore under the newly evolving Navy and Marine Corps doctrine. The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.
