Book excerpt: In FY 2009, the Children's Bureau funded the Center for the Study of Social Policy, in partnership with ZERO TO THREE: National Center for Infants, Toddlers, and Families, and the National Alliance of Children's Trust and Prevention Funds, to create a National Quality Improvement Center on Early Childhood (QIC-EC) focused on child maltreatment prevention. The purpose of the 5-year QIC-EC is to promote knowledge development, knowledge dissemination, and knowledge integration in this area. Knowledge development focuses on program and systems strategies that contribute to the prevention of child maltreatment and to the promotion of increased family strengths and optimal development among infants and young children (birth-5) who are at high-risk for abuse, neglect, and abandonment. Knowledge dissemination is supported by facilitating collaborative information-sharing and problem-solving via a national QIC-EC Learning Network, the Children's Bureau Training and Technical Assistance network, and ongoing relationships with other stakeholders and partners. Knowledge integration is the culmination and desired impact of knowledge development and knowledge dissemination resulting in positive change for families and children and sustainable, systemic change at multiple levels of the child maltreatment prevention field. Integration happens as effective knowledge development and dissemination activities reinforce, support, and then translate new learning into practice and use. This paper contains the following sections: (1) Affirmation of the Need for the QIC-EC; (2) Designing the Delivery and Evaluation of an Intervention; (3) The Overarching Research Question for the R&D Projects; (4) Outcomes, Indicators, Measurement, and Instrumentation; and (5) Introduction to Evaluation Plans. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

It identifies supports and barriers to quality improvement and examines how quality improvement supports and activities relate to changes in program quality ratings across time. The study team developed the following research questions for this study in partnership with stakeholders in Iowa. Among early childhood education programs participating in the Iowa QRS: (1) What are the quality improvement activities in which they participate; (2) What topics are covered in professional development; (3) What are the supports and barriers to participation in quality improvement activities; (4) What information do they use to make decisions about quality improvement activities: (5) Do ratings rise among programs that renew their Iowa QRS participation; and (6) What is the relationship between quality improvement supports and activities and increases in QRS ratings and domain scores? The descriptive findings of this study provide an overview of the landscape of quality improvement activities among early childhood education programs participating in the Iowa QRS. The results suggest that in-person training is the most common type of quality improvement activity in Iowa, perhaps partly because annual in-person training hours are required to maintain home provider registration or center licensing. While staff in almost all programs completed in-person training, staff in approximately half the programs participated in web-based training. However, many survey respondents identified long distance and travel time as barriers to participation in quality improvement activities such as training. Wisconsin is no different; the 2009-2010 state biennial budget calls for the Department of Children and Families to create a strategy for improving the quality of publicly-subsidized child care.
