Book excerpt: The rural development approach should be flexible and dynamic to correspond with the transformation of the rural economy and society. Therefore, the phases of rural development in Malaysia illustrate the transformation of rural development approaches in Malaysia and how these approaches have changed the overall rural landscape. Different from other books on rural development, this book presents discussion and analysis on rural development approaches since after independence until during the COVID-19 pandemic. The content of the book is a mixture of primary and secondary information gathered from literature reviews, interviews, and on-site observation. It provides a diverse and rich discussion on various aspects of rural development approaches. The early phase of development approach which was at macro level targeting the mass of rural poverty since the poverty incidence was high. The goal of rural development was two prongs; to develop the economy, infrastructure and facility of the rural areas and to alleviate poverty. As the incidence of poverty has reduced remarkably, the development approach has separated from the poverty alleviation programmes. Development initiatives was more to provide basic urban infrastructure and facilities, to develop human resources through skill-training and improve level of education of the rural residents. In addition, rural development provides employment opportunities through decentralization of industrial sector to rural areas and fosters entrepreneurship activities. Meanwhile, the poverty alleviation programmes are tackled at micro level, that is more towards individual or a household level. The outbreak of COVID-19 pandemic alters the approach of rural development focusing on providing facilities, services and assistance to preserve the well-being of rural community, especially the low-income group.

The most important objective is to reduce the regional and spatial inequalities, and enhance the standard of living of the populations in the backward regions. One of the approaches that was practised in the mid 1980s in Malaysia was the traditional villages development-'in-situ' integrated approach. The objective of this study is to evaluate the impact of this approach on the villagers in the Penang Regional Development Authority (PERDA) region. The physical and socio-economic characteristics in two different timeframes; 'before' (1986) and 'after' (1996) the involvement of Perda have been collected. The main question in this study is to what extent Perda, through the traditional villages development approach, has succeeded in enhancing the standard of living of the rural populations and in restructuring the rural settlements in their region. The study indicates two different results; there have been some significant positive changes and there are some failures. Perda has succeeded in establishing the development foundations in the traditional villages which in turn influenced the villagers' standard of living in the region. Perda has also succeeded in increasing the income and ownership of the property and its value. Even though Perda has succeeded in forming small and medium scale industries, the concentration on this type of industries failed to generate a wider growth factors. At the same time Perda has failed to achieve its objective of establishing the rural growth centres and to restructure the scattered villages into a more consolidated settlement. In general, the villagers' standard of living in the Perda region was better compared with ten years ago. However, there is still room for further improvement by Perda. I firmly believe that the alternative proposals and a need for further research as suggested in this study will help in overcoming those issues. However, these recommendations are not exhaustive and will not necessarily bring about immediate solutions. It is hoped that these recommendations will initiate more serious thinking about the issues that are being highlighted.
