Book excerpt: US Policy Towards Cuba is a comprehensive examination of U.S. policy towards Cuba after the Cold War, from 1989-2008. It discusses the competition between Congress and the executive for control of policy, and the domestic interests which shaped policymaking and led to the passage of two major pieces of legislation (the Cuban Democracy Act of 1992 and the Cuban Liberty and Democratic Solidarity Act of 1996, better known as the Helms-Burton Act) which tightened the embargo on Cuba and were fiercely resisted by U.S. allies. There is also a strong focus on migration as an issue in U.S.-Cuban relations. The book then moves on to examine U.S. policy during the second Clinton administration, when the interest group environment altered for two principal reasons. Firstly the case of the small Cuban rafter boy, Elian Gonzalez, attracted huge media coverage and led to public questioning of the wisdom of current policy, and secondly the agricultural lobby, keen to export to Cuba, lobbied for the Trade Sanctions Reform and Export Enhancement Act, which finally passed in 2000. The final section of the book analyses democracy promotion efforts under President George W. Bush. Seeking to cast light upon the US policymaking process, Gibbs demonstrates that U.S. Cuba policy represents a rather extreme example of the influence of domestic politics on policymaking, and provides a significant contribution to this important and under-researched aspect of U.S. foreign policy.

Dr. Brenner analyzes the domestic political factors in each country that shape policy and that might present possibilities for serious discussion. He then proposes a workable alternative Cuban policy for the United States that takes into account the fundamental concerns of both countries. The former Eastern block nations, as well as Latin American countries, have all embraced free enterprise and democratic governments to raise the living standards of their citizens. The United States enjoys normal trade and diplomatic relations with all the countries of the former Soviet bloc and recently granted China Most Favored Nation status. In establishing these relationships, the United States seeks to enhance security, bolster its economy and promote democratic values throughout the world. Yet in the United States' own Caribbean backyard, Cuba remains a lone holdout to American democratic capitalism. For four decades, the United States has maintained an economic blockade against the neighboring island nation of Cuba. Throughout the Cold War period, from 1960 onward, Cuba was perceived as a threat to U.S. national security. Cuba's expropriation of U.S. property following the 1959 Cuban Revolution, subsequent alliance with the Soviet Union, communism, the Cuban missile crisis and support for armed revolutionary forces throughout Latin America and Africa during the 1970s and 1980s ensured support for the embargo remained strong in the United States. This research paper examines the U.S.-Cuban relationship in a historical context and addresses current U.S. policy in light of disparaging national views of a shared history. It concludes with recommendations for the future policy.

Castro has assumed a very hard line and insists he will not abandon Communism, but in view of his mounting economic problems, many now wonder whether he can survive. The United States has a multitude of interests in Cuba ranging from vital national security concerns to lesser matters such as political/ideological conflicts, human rights, immigration, and narcotics. Three basic approaches have been suggested for U.S. policy: increase the pressure; maintain the status quo; and engage in a dialogue. A careful analysis of the situation in Cuba indicates that only by promoting the peaceful transition to a democratic successor government in Cuba can U.S. long-range interests be served. An interest-based policy would have a pro- active strategy employing the full range of the instruments of statecraft to secure the political opening needed for such an outcome.
