Excerpt: Carrier Air Wing Six (CVW-6) was a United States Navy aircraft carrier air wing whose operational history spans from the years prior to World War II to the end of the Cold War, including participating in the Battle of Midway, the Battle of the Eastern Solomons, and the Vietnam War. It was based on 15 different carriers during its operational lifetime. When the unit was named "Air Group Six" during its time on the Enterprise, it was the Navy's only carrier-based air group to carry out three complete tours of duty during World War II. The lineage of Carrier Air Wing Six can be traced to the Enterprise Air Group, created on 1 July 1938, which included the following squadrons and aircraft: This air group was embarked on board the Yorktown-class aircraft carrier USS Enterprise (CV-6) at the time of the attack on Pearl Harbor. On 7 December 1941, eighteen SBD Dauntless scout bombers of squadrons VS-6 and VB-6 arrived over Pearl Harbor during the attack and, although surprised, immediately went into action in defense of the naval base. Scouting Six lost six planes during the attack, and Bombing Six lost one, killing eight airmen and wounding two others. Later that evening, six VF-6 Wildcats attempted to land at Ford Island, but five were accidentally shot down by friendly anti-aircraft fire, killing three pilots and wounding two others. During the quarter century since the end of the Cold War, carrier aviation emphasized cost-effectiveness and versatility because the United States did not face a peer adversary. Today’s carrier aircraft, however, lack the range, endurance, survivability, and specialization to carry out the operational concepts needed to defeat great power militaries. If the Navy is unable to transform its carrier air wings, Navy leaders should reconsider whether to continue investing in carrier aviation or shift the fleet’s resources to more relevant capabilities. This report examines trends in U.S. strategy, capabilities, and threats between now and 2040 to describe the operational concepts CVWs will likely need to use in the future, as well as the implications for how CVWs should evolve during the next 20 years.

The author writes with authority as a former fighter squadron commanding officer who recorded 167 combat missions over Vietnam flying the F-8 Crusader. Subsequently, he commanded a carrier air wing and finally served, the rank of Rear Admiral, as the wing commander for all pacific Fleet fighter squadrons. His pilot's logbook includes over 6,000 hours, in seventy-one different types of aircraft from 1952 to 1981. He retired in 1985 as Assistant Deputy Chief of Naval Operations(air Warfare). Despite these uncertainties, the Navy has positioned itself well and given itself numerous viable options to improve the capabilities and capacities of its carrier air wings. The options presented in this paper illustrate the advantages and disadvantages of four general approaches to the problem. Realistically, however, no single option is likely to provide the right answer on its own. The Navy should seriously evaluate all of these options and more, find the best combination of choices and then make its case to the Department of Defense leadership, Congress and the nation. Navy leaders must evaluate the options through the lens of their judgment about the nature of future conflict and the Navy's global responsibilities. Ultimately, they must find the right combination of choices that best serves the Navy's and the nation's needs. Making the right choices will determine, in no small way, the future relevance of aircraft carriers and the global reach of the U.S. Navy.
