Foster, Minister of Trade and Commerce, in the House of Commons, December 18, 1912 Following that policy, as carried out by hon. Gentlemen apposite, came the change of Government. New men came in with some new ideas as to what should be the proper attitude for this country in the matter of naval defence. What is that policy! First, let me say this: The present leader of the Government when in opposition was asked what he would do if he were in power, and he made a statement as to what he would do, dividing it into two parts. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Splendid Record of the Borden Government: Remarkable Achievements of the Conservative Administration During the Past Two Years; Statesmanlike Speech of the Prime Minister, Rt. Hon. R. L. Borden, at Halifax, Sept. 16, 1913; Naval Policy Clearly Defined as One of Co-Operation, Not of Contribution It was confidently expected, and so announced to their friends throughout the country, that through the intervention of the Senate they would force a general election. They shaped their course upon the theory that another election might improve their position and could not injure it. In both these estimates they would, beyond question, have been grievously disappointed. We took the position that the Government would not be forced. The constitutional authority to determine the date of a general election is the governor-general, acting upon the advice of hisresponsible ministers, and the Opposition found us prepared to meet them upon this ground and to fight the battle to a finish. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Naval Question: Speech Delivered by Mr. R. L. Borden, M. P., 3rd February, 1910 Sir, I have another observation to make. We all did agree, at least I did agree, to the resolution of March, 1909, but every man in this House who since that time has given the slightest consideration to this question will realise that when we talked about the speedy organisation of a Canadian navalunitjof the imperial navy - Muse that is the way I pre fer to express it - we were speaking of something that cannot be brought about in lea than ten, fifteen or twenty years. Why, my right hon. Friend to-day has even a vaguer idea of what he proposes to do than he had in respect of the National Transcontinental railway. I did not like to interrupt him; he was being interrupted a good deal; but there was one question which I should have liked to put to him, and I shall take the liberty of putting it now. He says these vessels are twofibe built in Canada. I would like to know whether they are to bezbuilt in at privatefshipyard or in a government shipyard? Has the government come to any conclmion in regard to that? About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
