Book excerpt: This study uses historical analysis to derive factors which merit consideration by political and military planners contemplating the employment of a naval blockade as a possible option. The 1986 Joint Staff Officer's Guide, AFCS Pub 1, identifies seven military mission options available to national leaders as passable solutions to deal with international problems. Of these seven options, two specifically involve the use of a naval blockade or quarantine. The study identifies characteristics which have contributed to the success of past naval blockades and focuses on characteristics that have been common to most successful applications of the naval blockade. The study analyzes 41 blockades or periods of blockade occurring between 425 B.C. and 1973. The study reviews these blockades in three distinct time periods; prior to 1600, during the age of sail from 1600 to 1860, and during the age of iron and steel from 1966 to 1973. Additionally, two other blockades are reviewed in detail. These include the blockade of the South during the American Civil War and the blockade of Cuba during the Cuban Missile Crisis. The study identifies 22 characteristics which were common to most blockades. The study also reveals 23 secondary characteristics which were also found to contribute to the success of blockades. Two factors were found to be utilized in virtually all successful blockades. The first of these two characteristics was the use of superior sea power by the blockading forces. The second of these characteristics was the use of operations ashore in conjunction with the blockade. These operations took the form of an invasion by ground forces, air strike, land campaign or the imminent threat that one of these operations might be used successfully. The study also includes a review of potential future trends in operations. It was a strategy that had been perfected by Sir Edward Hawke during the Seven Years War of 1756 - 1763, when it culminated in the stunning victory of Quiberon Bay. The American naval historian A.T. Mahan memorably summed up the contribution of the Royal Navy to the ultimate defeat of Napoleon when he wrote: 'Those far distant, storm-beaten ships, upon which the Grand Army never looked, stood between it and the domination of the world.' There were many aspects to the blockade of Brest, but always at its centre was the need to frustrate French attempts at the invasion of Britain or Ireland. Book excerpt: Today, the First World War is remembered chiefly for the carnage of the Western Front, but at the time the Royal Navy's blockade of Germany was a more frequent source of debate. For, even at a time of war, there were influential voices in Britain who baulked at a concept of economic warfare that hindered the free passage of goods on the high seas, and brought German society to the brink of famine. To further our understanding of these issues, this book looks at the background to the blockade, and the effects of its implementation in 1914. It argues that there was a widely shared, but largely unwritten, strategic culture within British naval circles which accepted that in a war with a major maritime power the British response would be to attack enemy trade. This is demonstrated by the fact that from at least the late 1880s the Royal Navy planned for the use of armed merchantmen to enforce an economic blockade of an enemy. This it did by entering into detailed arrangements with major British shipping companies for the design and subsidy of liners with the potential for use as merchant cruisers, and stockpiling their prospective armament. In line with the contemporary, Corbettian, view that seapower depends upon free communications, the book concludes by asserting that the primary role of the Grand Fleet in the First World War was to guarantee the ability of the merchant cruisers on the Northern Patrol to interdict German seaborne trade, rather than to engage in large set-piece battles.
