"In 1938, the Natural Gas Act granted the Federal Power Commission jurisdiction over the interstate transmission and sale of natural gas. The FPC used its new powers to guide, shape, and manage an intensely competitive period in the industry. They financed and built the nation's longest gas pipelines to connect the massive southwestern reserves with the major northern energy markets. Book excerpt: A number of countries have recently discovered and are developing oil and gas reserves. Policy makers in such countries are anxious to obtain the greatest benefits for their economies from the extraction of these exhaustible resources by designing appropriate policies to achieve desired goals. One important theme of such policies is the so-called local content created by the sector—the extent to which the output of the extractive industry sector generates further benefits to the economy beyond the direct contribution of its value-added, through its links to other sectors. While local content policies have the potential to stimulate broad-based economic development, their application in petroleum-rich countries has achieved mixed results. This paper describes the policies and practices meant to foster the development of economic linkages from the petroleum sector, as adopted by a number of petroleum-producing countries both in and outside the Organisation for Economic Co-operation and Development. Examples of policy objectives, implementation tools, and reporting metrics are provided to derive lessons of wider applicability. The paper presents various conclusions for policy makers about the design of local content policies.

Further, a number of policies recently proposed and/or promulgated at the federal, state, and local levels may serve to accelerate this development. Examples of federal policies include U.S. Environmental Protection Agency air standards for power plants and vehicles, as well as bills introduced in the 114th Congress to promote increased natural gas production on federal lands, amend provisions in the tax code to incentivize natural gas production and use, and streamline the approval, permitting, and/or construction of natural gas infrastructure. Many of these proposals promote technology and infrastructure investments that could be significant and long lasting. For this reason, some stakeholders recommend a thorough analysis of the costs and benefits of these proposals as well as a full assessment of the economic and environmental impacts of increased natural gas development. Fuel-switching strategies from other fossil fuels to natural gas have the potential to impact many segments of the general economy, including jobs, investments, infrastructure, national security, human health, safety, and the environment. The net climate impact of replacing other fossil fuels with natural gas depends upon a number of analytic assumptions, including the choice of fuel, end-use sector, equipment, and processes modeled. This book presents a comparative analysis of the potential climate implications of switching from coal to natural gas in the domestic electric power generating sector. Furthermore, this book provides information on the natural gas industry and the types and sources of air pollutants in the sector. It examines the role of the federal government in regulating these emissions, including the provisions in the Clean Air Act and EPA's regulatory activities. It concludes with a brief discussion of the aforementioned outstanding issues.

Natural gas is now a prevalent part of American markets and is filling the critical void left by a lack of new coal, oil, and nuclear power facilities. This vital American enterprise began in the Appalachian states as an accidental and underestimated by-product of the oil rush of 1859. This book explores the evolution and significance of the natural gas industry. Early chapters discuss the first natural gas discoveries in the 1800s, the ways in which entrepreneurs used the fuel, the consequent displacement of the manufactured gas industry, and the expansion of the Appalachian natural gas network-largely initiated by Standard Oil interests-into major regional markets. Later chapters discuss the growth of the Appalachian drilling industry, the first wooden and metal pipelines, the development of gas compressor engines, the pioneering of gas storage fields, and the genesis of gas marketing for lighting, heating, cooking, and industrial use. The concluding chapter describes the growth of the Appalachian natural gas industry since its major source of supply shifted from local wells in the 1950s to new discoveries of natural gas in the southwestern United States and the Gulf of Mexico. The conclusion also describes the impact of gas shortages and the government regulation that affects the industry to the present day.

Providing both quantifiable metrics and policy measures for the transition, it is a much needed addition to the literature on Chinese energy policy.
