The first part summarises the report, outlines the Group’s vision for NATO in 2030, and provides a condensed version of the Group’s main findings. The second part assesses the main trends that will shape NATO’s environment between now and 2030. The third part provides a more detailed discussion of the recommendations, organised thematically according to each of the three objectives given to the Group by the Secretary General. The analysis and recommendations offered herein are intended to inform the Secretary General’s deliberations in the lead-up to the meeting of NATO Leaders in 2021, when he will conclude the Reflection Process by offering recommendations for strengthening NATO’s political dimension to Allied Heads of State and Government.

Book excerpt: "The strategic environment of the transatlantic security partnership has changed significantly in the last decade, and today’s NATO no longer fully satisfied the security needs at both sides of the Atlantic. In a new security era, NATO should be a rebalanced Alliance, shouldered and led by Europeans, where the EU CSDP is the European pillar of the Alliance, and the United States provides specific critical capabilities. This Alliance will be perfectly capable of ensuring regional security, allowing the United States to lessen the U.S. security bond in Europe, and enhancing the project of European strategic autonomy through the Alliance. The analysis of the United States and EU security relationship and their strategic context shows two things: first, this renewed NATO is not only a real option but also is the best option to satisfy the security concerns of both partners. Second, the only way to compel the European countries to take responsibility for their own defense is by taking them progressively out of the American security umbrella to create an insecurity dilemma that encourages them to continue advancing European military capabilities and structures. The Europeans are up to the challenge, but they will not get there on their own. This research paper shows that the current security context provides an opportunity for both sides of the Atlantic to redefine a new NATO as an effective tool for today’s security challenges and proposes a three-step process to guide the transition toward a renewed NATO 2030."--Abstract.

The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world.
