Book excerpt: In this paper we follow the students that took the PISA 2012 test in Switzerland and analyze their transition into and progress in upper-secondary education. We observe a substantive difference in the rate of progress between natives and students with a migration background. One year after leaving compulsory school, the gap between the natives and migrants that are on-track - entering the second year of upper-secondary education - is 15 percentage points. Observable differences in cognitive and non-cognitive skills can explain the gap in the success rate within upper-secondary education, but cannot fully explain the difference in the transition rate into upper-secondary education. More refined analyses present results that are consistent with the hypotheses of differences in tastes, aspirations and incomplete or inaccurate information about the education system explaining the gap in the transition into post-compulsory education.

Book excerpt: Relative to its population, Iceland experienced the largest inflow of immigrants over the past decade of any OECD country. Four out of five immigrants in Iceland have come from EU and EFTA countries, although there has been a recent increase in humanitarian arrivals. Employment rates are the highest in the OECD, for both men and women, reflecting the recent and labour market oriented nature of most immigration to Iceland. However, immigrants’ skills are often not well used, as witnessed by the high rate of formal overqualification. What is more, immigrants’ language skills are poor in international comparison and there is evidence of growing settlement of immigrants. Against this backdrop, Iceland is at a turning point in its integration framework, and seeks to develop a comprehensive integration policy for the first time. This review, the fifth in the series Working Together for Integration, provides an in depth analysis of the Icelandic integration system, highlighting its strengths, weaknesses, and potential areas for improvement. Earlier reviews in this series looked at integration in Sweden (2016), Finland (2018), Norway (2022) and Flanders (2023).

Book excerpt: This paper analyzes the reasons for the large and persistent gaps in transitions after secondary school between native pupils compared to second- and third generation immigrant pupils in Germany. I first document that differences in parental background, skills (such as school degrees or test scores), and school fixed effects explain part of the migrant-native gaps, but are not sufficient. Conditional on these factors, there is a "polarization" of educational choices: migrants are more likely to attend tertiary education, less likely to attend vocational education, and more likely to end without qualified training than their background and skills would predict. I then show that this polarization is driven by the migrant pupils' more academically oriented career aspirations and expectations before leaving school. On the one hand, these higher ambitions allow higher skilled migrants to hieventertiary education despite their less favourable background characteristics. On the other hand, less skilled migrants who in Germany's tracked school system do not have the option to enter academic education, may be diverted from vocational training as a more viable alternative. These patterns are stronger for boys than for girls. Finally, I discuss various possible explanations for the migrants' different career plans, including expected labour market returns to education, expected discrimination, the intention to leave Germany, overconfidence, or information deficits.
