In all countries control of some kind exists, ranging from a Commission with no compelling force behind it except public opinion (as in' America, to that'of absolute ownership. In the United Kingdom we have so far steered a middle course. The genius for compromise, so characteristically British, has produced our present hybrid system - a system which is neither logical nor effective. So gingerly have we treated the problems involved - the transport of goods, the carriage of passengers, and the employment of an army of workpeople - that it is safe to say that never was there more profound dissatisfaction amongst shareholders, traders, travellers, and workers than exists at the present time. Magazines and newspapers have given vent to the dissatisfaction of shareholders, traders, and travellers threats of strike and disruption have been the mode of expressionof the workers. This general dissatisfaction is well grounded. The burden of capital grows ever greater, dividends are declining, the legitimate demands of traders are ignored, and the railway worker finds himself unable to keep pace with the progress of other workmen in the improvement Of his conditions. Highways are not private but public institutions, and when government lets out the construction of its highways, giving to corporate bodies the privilege of taxing those who use them, there is always retained a superintending power, a right to regulate the charges imposed upon the public. That the government has a right to prescribe rates has been so well established by judicial decisions that it is no longer a question for discussion. It is the duty of the State to provide inter-communication, and the chartering of a railroad by a private company is for the purpose of performing said duty for the State. Says Chief Justice Black A railway is a public highway for the public benefit, and the right of the corporation to exact a uniform, reasonable, stipulated tell from those who pass over it, does not make its main use a private one. The public have an interest in such a road when it belongs to a corporation as clearly as they would 1f it were free, or if the tolls were payable to the State. In the first place, there has been for some years a rather unsteady but cer tain increase in the number of socialists in the country; and those who thus fa vor public ownership and management of all of the means of both production and distribution must be counted in with those others who favor public acquisition of the principal means of distribution. There has also been an increase in the number of those who advocate public ownership of all public utilities, of which steam railways are the largest. Finally, there has been a mighty growth in the number who favor very stringent regulation of railways, and who have succeeded in getting this policy adopted. The last-named class, which is much the largest, may finally turn the scale for public ownership. For its members now expect much from regulation lower rates, better service, smaller railway dividends, complete elimination of traffic discriminations.
