It is doubtful if the idea it conveys was even intelligible to the mass of the people. In other countries it may possibly have been used as a symbol of extreme socialistic theories, but to all intents and purposes it is only within the last three or four years that the group of ideas indicated by this novel term has taken any hold of the average British mind. It can, however, no longer be said that those ideas lie outside the scope of public discussion: though it is true that very few of our leading statesmen have deigned to notice them, and, though few publicists of any weight have lent their advocacy to the cause, it cannot be denied that they are making way among considerable classes of the community, especially the artizans of our great towns. This rapid progress is no doubt owing very much to the wide circulation of that remarkable book by Henry George, of America, entitled "Progress and Poverty," a book which I shall treat in this paper as the chief exponent of those views. Book excerpt: Excerpt from The Case for Land Nationalisation There is, however, one aspect of the land question to which I wish to call special attention, because it involves matters of principle which should never be lost sight of when proposed reforms are being discussed in Parliament. In his second chapter, entitled "A Cloud of Witnesses" Mr. Hyder has given us a more complete and valuable exposition of the opinions of our greatest lawyers, political writers, and advanced thinkers, as to the actual status and strict limitations of modern land-holders, than any previous writer. These authorities date from Sir Thomas Littleton in the reign of Richard III., through Sir Edward Coke, a contemporary of Shakespeare, Sir William Blackstone in his Commentaries on the Laws of England in the early Georgian era, and a long succession of other authorities down to the present day, including such men as Adam Smith, Paley, Coleridge, J. S. Mill, Ruskin, and Tolstoy, who all declare, in most positive and assured terms, that there is and can be, according to the law and constitution of England enforced by principles of natural justice and morality, no such thing as absolute property in land. And there is really no exception to this general statement - no one great thinker, or writer, or lawyer, or moralist, who can be quoted on the other side. They all maintain that no individual can absolutely own land, and, further, that all the gifts of kings or parliaments cannot alter this great principle of law and natural justice, notwithstanding the claims and usurpations of landlords or the deeds of lawyers which often imply the contrary. Yet, strangely enough, our rulers in Parliament have allowed this wicked and illogical power of unrestricted ownership to be upheld by a body of lawyers and judges who, though they must be familiar with the opinions of the authorities referred to, continually reiterate the contrary. Cloth being all made by hand could not be made fast enough, and gave employment to any number of weavers, who, making their own piece of cloth with the aid of their family, and generally being surrounded with a few acres Of land, lived in considerable comfort. Prosperity in trade had, in fact, for the moment checked the power of the landowning classes to keep wages down to starvation point, just as it does in the case Of skilled labour at present. But there were other contributing causes as well at this period. There had been great improvements in agriculture, and much labour was required and money spent on the large estates to improve them. So what with the great demand for their labour and their still-possessed common rights, the agricultural labourers shared the general prosperity, and wages were very much higher in most parts of the country than they are even now. From a self - taught workman he gradually became a tutor and lecturer. On November 8, 1775, he delivered his lecture on land reform before the Newcastle Philosophical Society. Later on he left for London, where he took part in all revolutionary movements, and was twice imprisoned, for altogether seventeen months. In 1793 he republished his Newcastle Lecture under the title The Real Rights of M an, and in 1796 under the title The Meridian Sun of Liberty, or The Whole Rights of Man displayed. It was republished in 1882 by Mr H. M. Hyndman, who gave it the title Nationalisation of the Land, and in 1896 by Messrs Verinder and Morrison David son for the Land Restoration League.
