Book excerpt: The National Weather Service (NWS) is continuously improving its forecasting skills, but forecasters still cannot accurately predict the path of a tornado or a severe thunderstorm. The NWS has developed a new warning system in which the warned area is outlined by a polygon, not a county boundary. The polygon-waming approach is expected to significantly reduce the total square-mile area of warnings not followed by an event, called the False Alarm Area. There are three central issues concerning the failure of the polygon-warning method: I) the size of the counties impacted by a storm, 2) the impact of the new warning system on visual and auditory warning methods, and 3) the communication between the NWS, media, and emergency management. If the polygon-warning method is going to be a practical alternative to the countywarning method, then warning disseminators will have to work together to provide the most consistent method of communicating severe-weather wamings to citizens who are in immediate danger.

The workshop brought together social science researchers, technologists, emergency management professionals, and other experts to explore what is known about how the public responds to geotargeted alerts and warnings, technologies and techniques for enhancing the geotargeting of alerts and warnings, and open research questions about how to effectively use geotargeted alerts and warnings and technology gaps. This report considers the potential for more precise geographical targeting to improve the effectiveness of disaster alerts and warnings; examines the opportunities presented by current and emerging technologies to create, deliver, and display alerts and warnings with greater geographical precision; considers the circumstances where more granular targeting would be useful; and examines the potential roles of federal, state, and local agencies and private sector information and communications providers in delivering more targeted alerts.

Book excerpt: Following a series of natural disasters, including Hurricane Katrina, that revealed shortcomings in the nation's ability to effectively alert populations at risk, Congress passed the Warning, Alert, and Response Network (WARN) Act in 2006. Today, new technologies such as smart phones and social media platforms offer new ways to communicate with the public, and the information ecosystem is much broader, including additional official channels, such as government social media accounts, opt-in short message service (SMS)-based alerting systems, and reverse 911 systems; less official channels, such as main stream media outlets and weather applications on connected devices; and unofficial channels, such as first person reports via social media. Traditional media have also taken advantage of these new tools, including their own mobile applications to extend their reach of beyond broadcast radio, television, and cable. Furthermore, private companies have begun to take advantage of the large amounts of data about users they possess to detect events and provide alerts and warnings and other hazard-related information to their users. More than 60 years of research on the public response to alerts and warnings has yielded many insights about how people respond to information that they are at risk and the circumstances under which they are most likely to take appropriate protective action. Some, but not all, of these results have been used to inform the design and operation of alert and warning systems, and new insights continue to emerge. Emergency Alert and Warning Systems reviews the results of past research, considers new possibilities for realizing more effective alert and warning systems, explores how a more effective national alert and warning system might be created and some of the gaps in our present knowledge, and sets forth a research agenda to advance the nation's alert and warning capabilities.

An additional objective of this guide is to improve communication among the NMS staff, in particular, meteorologists and agrometeorologists and to encourage Agro-Pastoral Field School (APFS) trainers and facilitators to be more aware of their respective availability. Furthermore, one of the most important aims is the exchange of agroclimatic information that corresponds to the needs of all concerned, thus facilitating the assessment of the existing climatic risks in farming activities. The integration of the Response Farming in Rainfed Agriculture (RF) approach into Farmer Field School (FFS) is feasibly an effective way to reconcile NMS products with the needs of farmers. RF is a method used for identifying and quantifying rainfall variability at a local level to assess the climatic risks of farming communities. The Climate-Responsive Farming Management (CRFM) approach is an enhanced version of RF that uses modern and digital technologies, such as specific computer software, automatic weather stations, real-time telecommunication and smartphone applications. This approach can be implemented at a minimum cost at the farming level.The integration of the Response Farming in Rainfed Agriculture (RF) approach into FFS is feasibly an effective way to reconcile NMS products with the needs of farmers. This report defines 12 hard problems in geospatial science that NGA must resolve in order to evolve their capabilities to meet future needs. Many of the hard research problems are related to integration of data collected from an ever-growing variety of sensors and non-spatial data sources, and analysis of spatial data collected during a sequence of time (spatio-temporal data). The report also suggests promising approaches in geospatial science and related disciplines for meeting these challenges. The results of this study are intended to help NGA prioritize geospatial science research directions.
