Book excerpt: This report, produced by the International Development Committee (HCP 65-I. session 2007-08), along with oral and written evidence (HCP 65-II, session 2007-08, ISBN 9780215513649) examines the reconstruction of Afghanistan. The Committee reached a number of conclusions, including: that reconstruction of the country and its economy will be a lengthy process and that Afghanistan will not meet the UN's Millennium Development Goals by 2015; that any reconstruction process needs to be Afghan-led; that the consequences for global security are significant if the international community abandons Afghanistan. The Committee also set out 50 recommendations, that include: the Committee supports the UK Government's continuing commitment to help bring peace and security to this region, and that Afghanistan needs to remain a major focus for the Department for International Development; that the presence of 7,000 British troops in this region needs the support of the British public, but that DFID needs a media and communications strategy that places greater emphaisis on the achievements in political reform, economic growth and basic services; that the international commitments by the Afghanistan Government to the rights of women are honoured; the Committee recommends the early provision of a dedicated aeroplane for the use of DFID and other Embassy staff in Afghanistan; the Committee expressed disappointment that sufficient international momentum could not be gained for the appointment of a high level joint UN, NATO, EU coordinator, or super-envoy in Afghanistan, and that ways must be found to fully resource the UN Special Representative in the region; that to stabilise security conditions, full cooperation between the NATO forces, the Afghan Government and armed forces is crucial; that further international pressure be placed on Pakistan to control more effectively the Federally Administered Tribal Areas also that controlling drug trafficking between Afghanistan and Pakistan is key to any counter-narcotics policy; that there has been insufficient attention to and funding for the agricultural and livestock sectors which could provide a range of alternatives to Opium poppy production, and that DFID should establish a programme to offer technical advice and training in agricultural extension services and develop a multifaceted rural livelihoods approach. Book excerpt: The Defence Committee report recommends that when troops are committed to operations in future there must be robust plans to coordinate military and reconstruction efforts from the earliest stages. The next Government should lay out the requirements of the "Comprehensive Approach" (the combination of civilian and military actors in a counter-insurgency operation) in order better to preserve all the lessons learned in the complex operations of Iraq and Afghanistan, many of them having been painfully re-learned from Bosnia, Kosovo and even Malaya. The Committee looks to the recently formed Stabilisation Unit (owned by the Department for International Development, the Foreign and Commonwealth Office and the Ministry of Defence) to maintain a capacity to deploy significant numbers of personnel for post-conflict reconstruction and to ensure that vital knowledge and skills gained during deployments in Iraq and Afghanistan are retained and built on. The Comprehensive Approach requires close work with local nationals to build up their capability and confidence in all fields including security, governance, law and order and development. This must include women at all levels. The Government needs to find better ways to draw on the expertise of NGOs without compromising the effectiveness and safety of aid workers on the ground.

Book excerpt: An examination of how the Polish state and its people worked together to ethnically cleanse and colonize eastern Germany after 1945. A Clean Sweep? The Politics of Ethnic Cleansing in Western Poland, 1945-1960 examines the long-term impact of ethnic cleansing on postwar Poland, focusing on the western Polish provinces of Poznan and Zielona Góra. Employing archival materials from multiple sources, including newly available Secret Police archives, it demonstrates how ethnic cleansing solidified Communist rule in the short term while reshaping and "nationalizing" that rule. The Poles of Poznan played a crucial role in the postwar national revolution in which Poland was ethnically cleansed by a joint effort of the people and state. A resulting national solidarity provided the Communist-dominated regime with an underlying stability, while it transformed what had been a militantly internationalist Polish Communism. This book addresses the legacy of Polish-German conflict that led to ethnic cleansing in East Central Europe, the ramifications within the context of Polish Stalinism's social and cultural revolutions, and the subsequent anti-national counterrevolutionary effort to break the bonds of national solidarity. Finally, it examines how the Poznan milieu undermined and then reversed Stalinist efforts at socioeconomic and cultural revolution. In the aftermath of the Poznan revolt of June 1956, the regime's leadership re-embraced hyper-nationalist politics and activists, and by 1960 Polish authorities had succeeded in stabilizing their rule at the cost of becoming an increasingly national socialist polity. Poverty reduction as the ultimate objective of all of the country’s economic social and institutional development policies has informed the context in which the third action plan is being implemented. The safe drinking water supply rate reached 52 percent nationally. In urban areas, the rate of access to private water main connections was 35 percent although it varied significantly from town to town. During the first year of implementation of the PRSP III, significant progress was made with actions targeting good governance and capacity-building in all areas of governance.

However, in addition to the military course of the war, and its formative and revolutionary ramifications, this war was also notable for the social mobilization of the Israeli population. Social Mobilization in the Arab-Israeli War of 1948 focuses on these civilian aspects of the war, the involvement of the Israeli home front in the fighting and the participation of society in the process of mobilization. Israeli civil society organizations played an active and central role in mobilizing the economy for the war effort, mobilizing personnel for military service, for labor and for the emergency services, and in organizing the home front. The function of Israeli society and civil organizations in processes of mobilization, conducted against the background of the end of the British mandate and the establishment of the State of Israel, was one of the principal factors that contributed to the Israeli military victory in the 1948 war.
