The HiNC1 event focused on the early years of computing, that is the years from the 1940s through the 1960s, although it formally extended to year 1985. In the preface of the proceedings of HiNC1, Janis Bubenko, Jr. , John Impagliazzo, and Arne Sølvberg describe well the peculiarities of early Nordic c- puting [1]. While developing hardware was a necessity for the first professionals, quite soon the computer became an industrial product. Computer scientists, among others, grew increasingly interested in programming and application software. P- gress in these areas from the 1960s to the 1980s was experienced as astonishing. The developments during these decades were taken as the focus of HiNC2. During those decades computers arrived to every branch of large and medium-sized businesses and the users of the computer systems were no longer only computer s- cialists but also people with other main duties. Compared to the early years of comp- ing before 1960, where the number of computer projects and applications was small, capturing a holistic view of the history between the 1960s and the 1980s is conside- bly more difficult. The HiNC2 conference attempted to help in this endeavor.

Book excerpt: Author Edward Keefer chronicles and analyses the tenure of Secretary of Defense Harold Brown, who worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region. Book excerpt: To help the U.S. Air Force assess the resources the government of the People's Republic of China is likely to spend on its military over the next two decades, this study projects future growth in Chinese government expenditures as a whole and the military in particular, evaluates the current and likely future capabilities of China's defense industries, and compares likely future Chinese expenditures on defense with recent expenditures by the United States and the U.S. Air Force. Although economic growth in China is destined to slow, output will still triple by 2025. In addition, government reforms hold the promise of improving the weak performance of China's defense industries. Although the researchers' high-end forecast of military expenditures is based on the assumption that the Chinese government would be able to spend 5.0 percent of GDP on defense, they believe that pressures within China to increase social spending on health care, pensions, education, and the environment, coupled with the costs of paying the Chinese government's liabilities, make it more likely that military spending will not rise above 2.3 percent of GDP. Using a combination of projected market and purchasing power parity exchange rates, the authors forecast that Chinese military spending is likely to rise from an estimated $69 billion in 2003 to $185 billion by 2025-approximately 61 percent of what the Department of Defense spent in 2003.
