Since the end of the Cold War, the international landscape has been transformed. The opposition between two power blocs has been replaced by a more complex and unpredictable set of relationships. Economic trends, including more open global markets, and technological trends, particularly in communications, have strengthened the connections between individuals, businesses, societies and economies. Travel is faster and cheaper than ever, the flow of ideas and capital around the world can be almost instantaneous, and distances between people and events are becoming less relevant. All those are positive changes, empowering individuals and creating new opportunities for businesses, organisations and whole nations. But they also create new challenges. If the international landscape as a whole is increasingly complex and unpredictable, so too is the security landscape. No state threatens the United Kingdom directly. The Cold War threat has been replaced by a diverse but interconnected set of threats and risks, which affect the United Kingdom directly and also have the potential to undermine wider international stability. They include international terrorism, weapons of mass destruction, conflicts and failed states, pandemics, and transnational crime. These and other threats and risks are driven by a diverse and interconnected set of underlying factors, including climate change, competition for energy, poverty and poor governance, demographic changes and globalisation.

Part 4 describes the ways in which the strategy to prevent and mitigate the specific risks will be achieved. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Book excerpt: In March 2008 the Government published "The National Security Strategy of the United Kingdom: Security in an interdependent world" (NSS) (Cm. 7291, 2008, ISBN 9780101729123). Part dealt with the contribution of the armed forces to the overarching security policy of the UK, and the Defence Committee set out to examine "how the MoD and the Armed Forces interact with other departments and agencies to ensure the safety and security of the UK". The report looks at the developing area of Parliamentary scrutiny of national security, welcomes the proposed creation of a Joint Committee on the National Security Strategy, but does question which minister will give evidence to that Committee. The vital role of the ministry of Defence is outlined, and the contribution must be appropriately understood, directed and resourced. The Committee recommends that the Government investigate how the Territorial Army could be used in civil emergencies, rather than always resorting to regular troops. It is essential that all activity relating to national security is appropriately funded from an indicative national security budget. The NSS should also make a clearer connection between the strategy and industry, and the Committee welcomes the Government's engagement with the UK Security and Resilience Industry Suppliers' Community. Current issues examined include: the London 2012 Olympic Games; maritime security - the Committee comments on only six Royal Navy ships being dedicated to this, and the level of action taken to address identified threats to aspects of critical infrastructure such as ports; the impact of current operations and the extent to which UK forces are stretched or overstretched.

Book excerpt: In this report the Joint Committee on the National Security Strategy finds that the National Security Strategy should address more fundamental questions about the UK's role in the world and its relationship with the USA and other allies. The Strategy also needs to be subject to a much wider public debate. The Committee says that: there is no evidence that the NSS has influenced decisions made since the Strategic Defence and Security Review; there should be an "overarching strategy", a document designed to guide government decision-making and crisis management both at home and on the international stage; the Government's assertion that there will be no reduction in the UK's influence on the world stage is wholly unrealistic in the medium to long term and the UK needs to plan for a changing, and more partnership-dependent, role in the world. The Government's unwillingness to provide the Committee with all the information it has asked for about the National Security Risk Assessment means that it is unable to give Parliament any assurances about its adequacy. The report also notes concern that the National Security Council's oversight of security issues is not sufficiently broad and strategic, given that it was deeply involved in operations in Libya and failed to discuss the national security implications of the Eurozone crisis or the possibility of Scottish independence.

The second part sets out the principles which will govern the strategy, including a commitment to human rights and the rule of law, recognition of the need to address the causes as well as the symptoms of terrorism and the need to co-operate with other countries. The four main streams of the CONTEST strategy are: (1) pursue - to stop terrorist attacks; (2) prevent - to stop people becoming terrorists or supporting violent extremism; (3) protect - to strengthen our protection against terrorist attack; (4) prepare - where an attack cannot be stopped, to mitigate its impact. The third part of the document outlines who will deliver the strategy and how its impact will be measured. Book excerpt: The need for security and the institutionalization of that security in national strategy and its associated documents is becoming a significant concern for nations in the 21st century international system. This need requires the development of national-level strategies that are designed with objectives; the attainment of which can ensure that the conditions necessary for security for a given actor in the international system can be met. The intent of this monograph is to explore the actual processes that nation-states employ to craft their national security strategy-related documents. The study aligned individual case studies of nation-states conducting their national strategy document formulation processes. These case studies were selected based upon a determination of two primary factors: 1) the nation-states in question had developed national security strategy documents that involved participation in the drafting process from more than one department or agency from the executive branch of government; and, 2) individual participants that were involved in the actual drafting process would be willing to respond to the questions delineated above, either in person or by written response. In addition, subject to travel resource availability, an effort was made to have as many different regions of the world as possible represented in the review. Ultimately, five countries and their national strategy documents were selected for assessment: Australia, Brazil, South Africa, the United Kingdom, and the United States. Once the data was gathered, the monograph written so as to compare and contrast the various processes employed by each nation in their strategy document development. The last portion of the analysis evaluates the lessons learned from all five cases and identifies specific lessons that could be applicable to strategy document formulation for any future actor engaged in the process.
