Book excerpt: Organized crime in Russia has a direct, negative impact on the national security interests of the United States. The U.S. national security interests in Russia include regional stability, development of a free market based economy and control of the proliferation of weapons of mass destruction. These interests are best served by a viable, democratic government in Russia. With the fall of the Soviet Union in 1991, Russia began a movement toward democracy. However, the powerful forces of organized crime within Russia and its grip on the domestic economy, is impeding its progress. International solutions to this challenge include greater cooperation among western nations to stem the flow of illegal money and material out of Russia. For its part the United States is developing closer law enforcement ties with the Russian Ministry of Interior. The Federal Bureau of Investigation opened an office in Moscow. Future efforts must be focused on the mutual development of criminal intelligence in order to identify, arrest, and successfully prosecute Russian organized crime figures. In addition the products, goods, and services which Russian organized crime provides to the Russian people must be produced and delivered through the legal Russian market.

The author draws an interesting distinction between a National Security Strategy and a National Security Concept. He argues that the latter should encompass a broader range of issues, including society's consensus on such fundamental topics as the proper division of power among both the various branches of government and the diverse levels of federal authority. It also should contain a philosophical dimension relating to the country's past, present, and future role in international affairs. For this reason, several pages of his analysis discuss whether Russia has been undergoing evolution, reform, or a revolution. The manuscript highlights the difficulties that Russians have had in reaching a consensus about their country's proper role in the post-Cold War era. In this, they differ little from the citizens of the United States, the various states of Europe, or the other nations of the world. Since the Gorbachev years, international developments have not dealt kindly with the simple paradigms of how the world works. Politicians, scholars, and interested citizens will undoubtedly continue to grapple with the challenging issue of identifying and ranking national interests for many years to come. In recent years, Moscow has expanded its overseas use of PMCs to countries such as Ukraine, Syria, Libya, Sudan, the Central African Republic, Madagascar, and Mozambique. Many of the PMCs operating in these countries, such as the Wagner Group, frequently cooperate with the Russian government—including the Kremlin, Ministry of Defense (particularly the Main Intelligence Directorate, or GRU), Foreign Intelligence Service (SVR), and Federal Security Service (FSB)—and perform a variety of combat, paramilitary, security, and intelligence tasks. However, many of these PMCs have a poor track record—including operational failures and human rights abuses—and there are opportunities to exploit PMC vulnerabilities. Although Russian PMCs present only one of a variety of national security threats and challenges facing the United States, this report assesses that they warrant a more substantive and coordinated response from the United States and its partners.

Drawing on critical approaches to security the book investigates the interrelationship between the internal-external nexus and the politics of (in)security and regime-building in Putin’s Russia. In so doing, it evaluates the way that this evolving relationship between state identities and security discourses framed the construction of individual security policies, and how, in turn, individual issues can impact on the meta-discourses of state and security agendas. To this end, the (de)securitisation discourses and practices towards the issue of Chechnya are examined as a case study. In so doing, this study has wider implications for how we read Russia as a security actor through an approach that emphasises the importance of taking into account its security culture, the interconnection between internal/external security priorities and the dramatic changes that have taken place in Russia’s conceptions of itself, national and security priorities and conceptualisation of key security issues, in this case Chechnya. These aspects of Russia’s security agenda remain somewhat of a neglected area of research, but, as argued in this book, offer structuring and framing implications for how we understand Russia’s position towards security issues, and perhaps those of rising powers more broadly. This book will be of much interest to students of Russian security, critical security studies and IR.
