Various laws and regulations govern the operation of school meal programs. In 1995, Nutrition Standards and Meal Requirements were put in place to ensure that all meals offered would be high in nutritional quality. School Meals reviews and provides recommendations to update the nutrition standard and the meal requirements for the National School Breakfast and Lunch Programs. The recommendations reflect new developments in nutrition science, increase the availability of key food groups in the school meal programs, and allow these programs to better meet the nutritional needs of children, foster healthy eating habits, and safeguard children's health. School Meals sets standards for menu planning that focus on food groups, calories, saturated fat, and sodium and that incorporate Dietary Guidelines for Americans and the Dietary Reference Intakes. Book excerpt: The Child and Adult Care Food Program (CACFP) is a federally-funded program designed to provide healthy meals and snacks to children and adults while receiving day care at participating family day care homes, traditional child care centers, afterschool facilities, adult care facilities, and emergency shelters. CACFP has the broadest scope of any of the U.S. Department of Agriculture (USDA) food program, serving more than 3 million children and 114,000 adults across the nation. To receive reimbursement for the foods served, participating programs must abide by requirements set by the USDA. Child and Adult Care Food Program assesses the nutritional needs of the CACFP population based on Dietary Guidelines for Americans and the Dietary Reference Intakes (DRIs) and makes recommendations for revisions to the CACFP meal requirements. The book outlines meal requirements that include food specifications that could be used for specific meals and across a full day, covering all age groups from infants to older adults and meal patterns designed for use in a variety of settings, including in-home care and in large centers. By implementing these meal requirements, consumption of fruits, vegetables, and whole-grain rich foods will increase while consumption of solid fats, added sugars, and sodium will decrease. Not only will this address the high prevalence of childhood obesity, it will also help to achieve consistency with the standards and regulations of other USDA nutrition assistance programs, particularly the Supplemental Nutrition Program for Women, Infants, and Children (WIC), and the National School Lunch and School Breakfast programs. Child and Adult Care Food Program makes practical recommendations that would bring CACFP meals and snacks into alignment with current dietary guidance. The book will serve as a vital resource for federal and state public health officials, care providers working in child and adult day care facilities, WIC agencies, officials working with the National School Lunch and School Breakfast programs, and other organizations serving at-risk populations.

School Lunch Politics covers this complex and fascinating part of American culture, from its origins in early twentieth-century nutrition science, through the establishment of the National School Lunch Program in 1946, to the transformation of school meals into a poverty program during the 1970s and 1980s. Susan Levine investigates the politics and culture of food; most specifically, who decides what American children should be eating, what policies develop from those decisions, and how these policies might be better implemented. Even now, the school lunch program remains problematic, a juggling act between modern beliefs about food, nutrition science, and public welfare. Levine points to the program menus' dependence on agricultural surplus commodities more than on children's nutritional needs, and she discusses the political policy barriers that have limited the number of children receiving meals and which children were served. The first mission of this project is to clarify how the NSLP functions on a day-to-day basis in Columbus, Ohio. Columbus is used as a sample city, yet the aim of this research is to be transferable to other locations. The second objective is to gain a clearer understanding of the NSLP from the perspective of those who work in the field, and how they would like to improve the Program. This study employs qualitative inquiry through the use of individual interviews and observations to measure the participants. The approach is naturalistic, which encourages the researcher to interact with the sample in their natural environment. The perspective is that of eleven individuals working for the National School Lunch Program. Through a guided interviewing process these participants spoke of their experiences in the current nutritional model, and gave suggestions of improvement. Their stories on nutrition, hopes of better food, and equitable lunches were audio-recorded, and the data were analyzed and coded in a final report. The results from this investigation reveal that the National School Lunch Program is a spike, or a foreign object inserted into an environment, having little interaction with the community. In addition, those working in the National School Lunch Program often did not see problems with the initiative (even in the face of growing obesity, inattentive disorders, and mood issues). During the interviews it became apparent that many in the NSLP see the benefits of bringing in more local, fresher foods for the students, but they could not imagine going against the hierarchy of the NSLP. In response to the first research question, how the NSLP functions, the most frequent response was through near total control. Indeed, this faltering program, one that the USDA has hopes of making healthier, sees itself as unchangeable.

Book excerpt: As part of the School Meals Initiative (SMI), the U.S. Department of Agriculture-Food and Nutrition Service (USDA-FNS) now requires each state to regularly review the nutritional content of food served by each School Food Authority (SFA) as part of the National School Lunch Program (NSLP). While states must monitor the nutritional content of school meals, they are not required to forward any information to USDA-FNS. However, USDA-FNS is required to measure progress to "ensure that school meals are consistent with the Dietary Guidelines for Americans (DGA) and the Recommended Daily Allowances (RDA)." To measure progress, USDA-FNS needs to produce state and national aggregations of the nutrient content in school lunches to show that meals in a given state or in the country as a whole are consistent with the DGA and RDA. In addition, FNS needs to do this while imposing minimal reporting burdens on the states. The USDA-FNS contracted with RAND to look more carefully at how some states are performing SMI reviews and how they might be able to transmit data with limited additional burden. In particular, it asked seven states to work collaboratively with RAND--through on-site, in-depth interviews--to explore possible reporting systems: California, Georgia, Nebraska, New Jersey, New York, Texas, and Wisconsin. These states were chosen as representative of regional differences across the country and of methods for conducting SMI reviews. This report describes the results of the analysis of possible approaches for states to report the results of their nutritional reviews to USDA-FNS.

This Issue Brief highlights the ways states can positively influence the diets of children at greatest risk for poor health by working with local schools to provide not just a reliable source of nourishment but the best nutrition possible for every dollar spent on the NSLP. In particular, it explores three key challenges schools face with respect to the NSLP and the strategies states can use to help them make the most of this important program: (1) Improving the nutritional quality of meal offerings; (2) Increasing NSLP enrollment rates; and (3) Making the most of limited NSLP funds.
