Yet, as Kenneth Saltman powerfully argues in this new book, corporate school reforms have decisively failed to deliver on what their proponents have promised for two decades: higher test scores and lower costs. As Saltman illustrates, the failures of corporate school reform are far greater and more destructive than they seem. Left unchecked, corporate school reform fails to challenge and in fact worsens the most pressing problems facing public schooling, including radical funding inequalities, racial segregation, and anti-intellectualism. But it is not too late for change. Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Book excerpt: Sir John Brunner, the son of a Swiss schoolmaster who settled in England, was co-founder of Brunner, Mond and Company, one of the great English chemical firms of the nineteenth century and the predecessor of ICI. Always interested in politics, Brunner entered Parliament after his industrial activities had already won for him a reputation as the `Chemical Croesus'. Unlike most wealthy men of his time, he was a staunch supporter of the Liberal Party and a patron of its Radical causes: Irish Home Rule, disestablishment, land reform, welfare legislation, and naval disarmament. He achieved prominence and wide influence in politics, though never Cabinet rank, and presided over the National Liberal Federation in the crucial years before and during the First World War. Although Brunner was a paternalistic employer opposing socialism, one of his last political gestures was his support of a Labour candidate in the 'coupon' election of 1918. Professor Koss' study is based on a wide range of research, including extensive use of letters and other papers in the possession of the Brunner family.

It forced Mormons to abandon polygamy, attacked interstate prostitution, made narcotics contraband, and stopped the manufacture and sale of alcohol. Gaines Foster explores the force behind this unprecedented federal regulation of personal morality--a combined Christian lobby. Foster analyzes the fears of appetite and avarice that led organizations such as the Women's Christian Temperance Union and the National Reform Association to call for moral legislation and examines the efforts and interconnections of the men and women who lobbied for it. His account underscores the crucial role white southerners played in the rise of moral reform after 1890. With emancipation, white southerners no longer needed to protect slavery from federal intervention, and they seized on moral legislation as a tool for controlling African Americans. Enriching our understanding of the aftermath of the Civil War and the expansion of national power, Moral Reconstruction also offers valuable insight into the link between historical and contemporary efforts to legislate morality.
