Book excerpt: How can competing National Guard missions (federal and state) and structure requirements (warfighting versus domestic support/homeland security) be harmonized to best posture the Guard to meet both its state obligations and at the same time continue to play a pivotal role in joint warfighting and stability operations? The increased reliance on the National Guard as a combat force, regional peacekeeping force and a homeland defense/security force has stressed the National Guard beyond programmed requirements. As a result of the conflicting mission TTP's (Tactics, Techniques and Procedures) required to execute the warfighting versus domestic support/homeland security missions the National Guard's training time and funding resources are inadequate under the current OPTEMPO in the Global War on Terror (GWOT). Should the National Guard be organized and trained for urban security missions such as Counter Insurgency Operations (COIN), policing, law enforcement and civil population control and thus become a lighter (infantry, military police, transportation, etc.) force. A lighter force that is rapidly deployable, highly mobile, and versatile benefits from reduced equipment and maintenance funding requirements. National Guard structure must be changed from a "Strength/Legacy Based" structure to a "Capabilities Based" structure in order to maintain relevancy over the next two decades.

Book excerpt: The confluence of the September 11, 2001 terrorist attack and the U.S. Army's historic role to support civil authorities has resulted in substantial new challenges for the Army. To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.

I argue that the global security environment has changed drastically since the end of the Cold War making "Homeland Security" a primary mission for the military, specifically the National Guard. Concurrently, the unprecedented number of overseas deployments to perform peacekeeping missions has severely affected the active Army's combat capability. I argue that the US Army has not embraced the requirements for "Homeland Security," focusing instead on maintaining its 10 active division force structure. To meet the needs of National Military Strategy, the active Army has instead relied on the reserve components to perform overseas peacekeeping missions. I argue that the National Guard has also looked to performing these missions as a method of institutional survival. Together, both components have undermined the Constitutional underpinnings of the Reserve Component as a strategic reserve, to be mobilized in cases of "war or national emergency." I argue that making "Homeland Security" a primary federal mission of the National Guard, along with restructuring current combat, combat support, and combat service support ratios will allow the National Guard to support National Military Strategy and "Homeland Security."

Book excerpt: The National Guard is an integral part of the military's operational force deployed around the world, and a first responder in case of a catastrophic disaster in the United States. The use of the Army National Guard has been evolving over the last decade, but for many of those years it has lacked modern equipment to conduct its federal and domestic missions. The September 11, 2001 attacks initiated the transformation of the Army National Guard for the 21st century. Over 255,000 National Guardsmen have deployed to either Iraq or Afghanistan as part of the Operational Force in support of the Regular Army. The multiple deployments for each contingency have depleted and worn out the Army National Guard, especially its equipment. The shortage of equipment throughout the Army National Guard has impacted its abilities to respond to domestic missions. While the Army National Guard augments the Regular Army, nondeployed units continue to execute their domestic missions in Homeland Defense, Homeland Security, and Civil Support. The response to Hurricane Katrina sparked renewed debate over the National Guard's domestic and federal missions and its equipment shortages. Hurricane Katrina made it evident the past several years that the Army National Guard's response to domestic missions has been hampered by the lack of proper equipment and the condition of equipment it has on hand. This paper explores the complexity of defining the National Guard's domestic and federal missions. Furthermore, it provides the background of equipment shortages found throughout the National Guard. The research reveals how the Army Force Generation model provides predictability for guardsmen about their potential deployment schedule; however, the model does not take into account the Army National Guard's domestic mission. The way forward for the Army National Guard to improve its execution of federal and domestic mission is the integration of dual-use equipment. This addition of dual-use equipment sets would increase the readiness posture of the Army National Guard. Finally, this paper provides recommendations on the future readiness of the Army National Guard to execute its dual missions. The National Guard's dual missions need to be refined clearly to articulate roles and responsibilities because there are several interpretations as what an Operational Force should be and how it should be resourced. In addition, the difficulty for the Army National Guard to delineate between Homeland Defense, Homeland Security, and support to Civil Authorities missions is complicated. Therefore, resourcing the Army National Guard to execute these missions will strengthen our nation's defenses at home and abroad.

Furthermore, this organization should function as DoD's lead agency for this critical task and provide permanently assigned forces to NORTHCOM for contingency execution. The current National Guard has two roles: one as the constitutional militia in 54 states, territories, and the District of Columbia; and the other as Reserve Components of the Army and the Air Force. The threats of the 21st century present unique challenges to America's security establishment and necessitates an update to the roles and missions assigned to our National Guard forces. Current DoD initiatives to maintain Cold War Roundout/Affiliation Programs and redesign the traditional divisional organization into deployable brigade sets ignores the Guard's potential, usefulness, and traditional mandate to protect the homeland. A consequence management response posture is necessary, with "regionalization" of the National Guard's command structure and assets to provide "capability sets" for immediate relief of affected communities and to establish conditions for federal follow-on emergency management services. Because the newly created NORTHCOM retains DoD responsibility for security of the North American continent, it simply makes sense to apportion and/or assign Guard forces to this combatant commander for this purpose. The changes recommended will combine the Guard's traditional foundation of service to the community with immediate relevancy -- "capable and accessible when called ... committed to preserving the timeless traditions and values of service to the nation ..."

This paper examines the strengths and uniqueness of the National Guard and concludes that the National Guard is positioned to provide exceptional support to the nation in a number of Homeland Security roles including both domestic civil support and consequence management. These roles neatly match the broad range of National Guard skills and the National Guard's unique surge capability.

The first report, Science and Technology for Army Homeland Securityâ€"Report 1, presented a survey of a road range of technologies and recommended applying Future Force technologies to homeland security wherever possible. In particular, the report noted that the Army should play a major role in providing emergency command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities and that the technology and architecture needed for homeland security C4ISR was compatible with that of the Army's Future Force. This second report focuses on C4ISR and how it can facilitate the Army's efforts to assist the Department of Homeland Security (DHS) and emergency responders meet a catastrophic event.

One organization whose role might change in light of 9/11 is the National Guard of the United States. Some people have suggested that homeland security should become the primary role of the National Guard, while others suggest it should become an agency of the Department of Homeland Security. The current Guard leadership has indicated its intention to restructure the Guard to meet the requirements of both warfighting and homeland security. Current definitions used by both the Department of Homeland Security (DHS) and the Department of Defense (DoD) reinforce the use of the National Guard as the primary reserve for the Army. The contemporary roles and missions of the National Guard under these definitions are in harmony with the vision of the nation's forefathers. The tasks outlined by the DoD and DHS may not support changing the mission of the National Guard to a homeland security force. This paper examines the capabilities, policy, guidance, laws, and regulations that govern the National Guard as well as the mission areas it would have to adopt if it were made an agency of DHS: intelligence and warning, border and transportation security, domestic counterterrorism, protecting critical infrastructure, defending against catastrophic terrorism, and emergency preparedness and response. The author concludes that to prepare and train one organization, the National Guard, to have homeland security as a primary role is not realistic. The National Guard is largely a part-time organization currently trained, resourced, and ready to respond as the reserve of the Army in support of homeland defense and most other missions assigned to the Army. As a supporting agency to federal, state, and local officials the National Guard can certainly be better organized to improve or assist with homeland security, but how to change the guard is currently a debate. Many civic and military leaders had previously warned of the dangers by terrorists to this nation and its citizenry but efforts to equip train and build appropriate safeguards to prevent and react to such actions and measures had been limited. The events on that September morning proved that this nation is no longer immune to terrorist atrocities within the confines of the homeland and appropriate expedient and creative measures will be needed to meet this asymmetnoal threat. Reserve Component forces have become the choice of military force to respond to incidences of homeland security (HLS) although the primary mission for these forces resides with the support to the combatant commanders for overseas contingencies. Various plans and actions have taken place to properly rebalance the force to better achieve success for both missions but much work remains. This paper addresses issues related with the Total Force Policy as it affects the National Guard forces to meet both the HLS mission and the overseas combatant commander missions.

Since that time this combined team has been deployed to numerous peace-keeping operations and domestic emergencies. Presently we are in a war against terrorism and our primary mission has become homeland security. The New Mexico Army National Guard has the responsibility to meet the full spectrum of missions. It has an opportunity to create a new type of Guard unit capable of deploying faster, training more efficiently and equipped to perform homeland security, domestic emergencies, peacekeeping operations and their war fighting mission. Times have changed and so should the New Mexico Army National Guard.

It caused extensive destruction along the Gulf coast from central Florida to Texas. Some 22,000 Active-Duty Army personnel assisted with relief-and-recovery operations in Mississippi and Louisiana. At the same time, all 50 states sent approx. 50,000 National Guard personnel to deal with the storm¿s aftermath. Because the media coverage of this disaster tended toward the sensational more than the analytical, many important stories remain to be told in a dispassionate manner. This study offers a dispassionate analysis of the Army¿s response to the natural disaster by providing a detailed account of the operations in Louisiana and Mississippi.
