Available in PDF, EPUB and Kindle. Book excerpt: Beyond the Enclave sets out to unravel the contradiction of a country, Zimbabwe, where a rich, diverse resource base co-exists with endemic poverty. One reason lies in the colonial economy, which was predicated on an ideology of white supremacy, creating an enclave formal economy employing one-fifth of the labour force. Yet over three decades after independence, the non-formal segment has become even more entrenched. This book assesses Zimbabwe's economy through three main phases: 1980- 0 when a strong social policy framework proved difficult to sustain due to erratic growth, and 1991- 6, when "structural adjustment" demanded a market-driven approach to development. The third phase is characterized by crisis-management leading to policy inconsistencies and reversals. Not surprisingly, such incoherence saw the economy descend into hyperinflation and paralysis in 2007- 8, leading to the signing of the Global Political Agreement in September 2008. In the absence of formal dollarization, economic recovery after the adoption of the multi-currency regime has remained fragile, leaving an estimated 70 per cent of the population outside the banking system. This has further entrenched uneven (enclave) growth as the economy remains locked in a low-income poverty trap. There is a need to facilitate transition towards formality to promote decent jobs. Furthermore, a strategic, developmental role for the state in the economy is now widely recognized as vital for development. Beyond the Enclave argues for a new approach to development in Zimbabwe based on pro-poor and inclusive strategies, which will contribute to the well-being of all of its citizens and wise stewardship of its resources. It offers suggestions on policy formulation, implementation, monitoring and evaluation in all sectors, designed to promote inclusive growth and humane development.

Chapters in this volume trace the history of women's participation in business and highlight how Pentecostalism serves as a major motivating factor. The central argument is that there is a way in which selected women's businesses are "powered by the Spirit." Contributors to the volume utilize case studies of selected Pentecostal churches and ministries to highlight how the religious ideologies of these churches galvanize them to engage in business. They also draw patterns of similarity and difference across the different Pentecostal churches. The volume demonstrates how Pentecostalism both facilitates and militates against women's participation in business concerning a specific setting in Zimbabwe.

Book excerpt: The SADC Protocol on Gender and Development is the only sub-regional instrument in the world that brings together global and continental commitments to gender equality in one instrument used to enhance accountability. The Southern African Gender Protocol Alliance is a network of country and regional NGOs that campaigned for the Protocol, its updating, implementation and tracking. Originally aligned to the Millennium Development Goals that expired in 2015, SADC Gender Ministers updated the Protocol and aligned it to the Sustainable development Goals (SDGs), Beijing Plus Twenty and the Africa Agenda 2063 in 2016. In July 2017, the Ministers adopted a Monitoring, Evaluation and Reporting Framework (MERF) that will be the basis of future reporting. Now in its ninth edition, the 2017 Barometer is the first assessment of the Post-2015 SADC Gender Protocol. Moving with the times, the Alliance has expanded the two key main yardsticks in the Barometer: the SADC Gender and Development Index (SGDI) and the Citizen Score Card (CSC). The Barometer incorporates many MERF and SDG indicators, as well as its own unique measures of voice, choice and control. The Barometer also introduces the Gender Responsive Assessment of Constitutions and Laws conducted by Alliance experts and networks around the region. A wealth of data, insights and analysis awaits all readers of the Barometer, that will also be made available online and in multi-media formats. The “SADC we want” is one in which citizens engage; step it up for gender equality, and make sure we achieve Planet 50/50 by 2030!

This book provides a forward-looking collection of scholarship on the WPS agenda in two halves. The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. The essays presented in the second half of the book also engage questions of knowledge production, documenting the exploratory methods in use in WPS scholarship, and highlighting those topics engaged at the hinterlands of what is a broad field – topics that gesture at the future of research in this area. It examines the implementation of specific policies that seek to promote women's presence on corporate boards in 15 democracies in Western and Central Eastern Europe, North America, and Australasia through the lens of the Gender Equality Policy in Practice Approach. The thirteen empirically rich country chapters by leading country experts and two separate comparative chapter answer core questions. How were policies adopted and implemented? Did they achieve any degree of success that would allow for real and lasting equality? What were the politics of the pursuit of corporate gender equality across the 15 countries? What worked and did not work and why? What are the lessons to be drawn from these experiences? The findings of the book show that policy implementation does matter, but that in this last bastion of male domination, policies have had more success in increasing women's numbers over challenging gender-biased norms that block women of all cultural and socio-economic backgrounds from gaining real power on boards. The path-breaking study shows that the reasons for this slow change are highly complex and case specific, in the details of each policy mix. While progress has been slow in coming, it has still been made even in these challenging times. Future policy success, the book concludes, is in the hands of men and women willing to come forward to overcome these well entrenched obstacles.
