In the drier situations the oaks, the principal species, occur as isolated trees, with Widespreading crowns. This form of woodland type merges with the grassland type throughout its range; the ground is carpeted With grasses and weeds In profusion, and these form the principal fuel. Fires, as in the grassland type, spread With great rapidity over the surface, though rarely running up to the tree crowns. Where precipitation is heavier, the woodland type forms a close canopy of many hardwood species and the ground is heavily covered with a layer of dried and decayed leaves, and lacks any understory of grasses and weeds. Fires in the denser stands eat their way slowly through this semicompacted mass of organic material, flaring up occasionally through the trees under increased wind velocity. Such terms as grazing allotments, improvements, timber appraisals, special use, and the like, either mean nothing to the average inquirer or at least may convey only a hazy or distorted idea of what one is talking about. Regulation of grazing, which assures forage for live stock and the stabilization of the stock-raising industry; regulation of timber cutting, which provides for an unfailing future supply of timber; forest protection, which aids in the regulation of water flow and the prevention of erosion, all mean a great deal if rightly under stood. The fact that public resources are being so managed that they supply a demand and bring in a revenue, and yet are not being injured by use, should interest the citizen, who is a part owner and shareholder in the national forests. The Forest Service is a decentralized Federal agency, and the idea of bureaucracy is often corrected when it is seen how many important questions are settled on the ground and how few are referred for decision to the Forester at Washington, or even to the regional forester at San Francisco. This distribution shows that the Big Tree is on the decline, the various groves having long Since lost touch with each other, while in the north the reproduction is very poor. They all grow in Spots sheltered by surrounding for ests and the slopes of the Sierras are more or less windless, but unless artificially protected in national parks they would soon be destroyed for their valuable lumber. They have suffered throughout the ages from ground fires. Their enormously thick bark, which is from one-half to two feet through. Is a great protection, and the tree lives on, although its heart has been burned out, SO long as this bark and its underlying cambium layer can reach the earth. If protected by human care the Big Tree has remarkable recuperative power, and many Of the trees in the Giant Forest show an accelerated growth owing to their immunity from fire even for a few decades.
