Book excerpt: The National Disability Insurance Scheme (NDIS) is one of the major policy innovations of the early 21st century in Australia, representing a new way of delivering services to people with a disability and those who care for them. It has the potential to transform the lives of hundreds of thousands of people, giving them greater certainty and control over their lives. There is a higher incidence of disability in the Aboriginal and Torres Strait Islander population than in the Australian population more generally, so the NDIS is of particular relevance to Indigenous Australians. However, Indigenous Australians with a disability have a very distinct age, geographic and health profile, which differs from that of the equivalent non-Indigenous population. Furthermore, the conceptualisation of disability and care in many Indigenous communities, particularly in remote areas, may differ markedly in comparison to more settled parts of the country, and there is the added complexity of a unique history of interaction with government. In considering these issues in detail, this Research Monograph provides a resource for policy makers, researchers and service providers who are working in this important policy area. Its major conclusion is that the NDIS, if it is to be an effective policy for Indigenous Australians, needs to take into account their very particular needs and aspirations.

Book excerpt: Publisher's description: The National Disability Insurance Scheme (NDIS) has been touted as the biggest and most expensive social reform since Medicare. The Productivity Commission initially estimated that the NDIS would provide disability care and support services to 411,000 people at a cost of $13.5 billion (gross) every year. However, subsequent estimates have revised the cost of the scheme to more than $22 billion (gross) every year when the scheme is fully operational in 2018-19. This report argues that this figure does not adequately reflect the ongoing cost of the NDIS in first few years following full implementation. Based on case studies of similar schemes in Australia and overseas, it is clear that the government expenditure on the NDIS will grow rapidly, at around 6% every year; by 2023-24, the NDIS will provide disability care and support services to around 500,000 people at a cost of approximately $29 billion (gross). This report also outlines a number of risks to the scheme that have the potential to drive expenditure on the scheme even higher. The NDIS will be the new leviathan of the Australian welfare state.

It's a major transition in anyone's life and change of this magnitude often arouses anxiety. This is much more so for people with disability, particularly intellectual disability. But, as this manual shows, it doesn't have to be like that. The Transition to Retirement (TTR) program has been developed in response to a genuine problem: the need for an effective approach to supporting older employees to build an active, socially inclusive lifestyle after retirement. The approach mapped out in this manual may not be the solution for all workers with disability, but it will certainly assist quite a few. The TTR program emphasises social inclusion. It is consistent with the focus of the National Disability Insurance Scheme (NDIS) on building community participation and independence. It is also consistent with the National Disability Strategy's emphasis on promoting social inclusion in mainstream community settings and service systems. The TTR program supports ageing people with disability to develop new interests, skills and social networks, and facilitates their participation in mainstream community groups. With the manual comes a series of video clips which makes the idea of inclusive activities in retirement easily understandable to people with disability, their families and community organisations.

This article examines the use of a fully hypothecated tax instead and concludes that it would probably be a superior alternative.
