Book excerpt: Streets in Korea rarely go quiet without first having a public demonstration, and Korean citizens are known as seasoned protestors, charting the course of national politics. Between the Streets and the Assembly explores how protest movements have become the prominent mode of democratic politics in Korea, in contrast to political parties in the National Assembly that have lagged behind in partisan representation and accountability. To unpack this political dynamic, this book closely follows three groups of democracy activists who were born in their resistance to military dictatorships but who pursued different methods of democratic representation in postauthoritarian Korea (1987–2020). One group stayed in civil society and organized powerful protests outside formal institutions; another group chose to join existing parties with the aim of reforming legislative politics; and the third group was devoted to forming separate progressive parties to be the agent of transformative agenda. By analyzing the interactive evolution of these three modes of democratic representation, Yoonkyung Lee finds that social movement organizations have been more effective than activist-turned politicians in centrist or progressive parties in creating coordination infrastructures for collective action. Through the practice of organizing national solidarity networks, innovating the methods of mass street demonstrations, and drawing professional expertise to formulate policy alternatives, Korean civic groups have built the capacity to directly shape and alter the course of national politics, unlike activist-turned politicians who remained divided with no common political programs. This study asserts that social movement organizations and political parties develop variable capacities for democratic representation, depending on coevolutionary interactions with each other. The experience of Korean democracy shows social movement groups can be a powerful agent of national politics against the scholarly assumption that views civic associations as narrowly focused, transient organizations. Between the Streets and the Assembly suggests a different possibility of political process, one in which civic groups and participatory citizens, not political parties, are the primary drivers of democratic politics.

In Accidental Activists, Celeste L. Arrington examines the interactive dynamics of the politics of redress to understand why not. Relatively powerless groups like redress claimants depend on support from political elites, active groups in society, the media, experts, lawyers, and the interested public to capture democratic policymakers' attention and sway their decisions. Focusing on when and how such third-party support matters, Arrington finds that elite allies may raise awareness about the victims’ cause or sponsor special legislation, but their activities also tend to deter the mobilization of fellow claimants and public sympathy. By contrast, claimants who gain elite allies only after the difficult and potentially risky process of mobilizing societal support tend to achieve more redress, which can include official inquiries, apologies, compensation, and structural reforms.Arrington draws on her extensive fieldwork to illustrate these dynamics through comparisons of the parallel Japanese and South Korean movements of victims of harsh leprosy control policies, blood products tainted by hepatitis C, and North Korean abductions. Her book thereby highlights how citizens in Northeast Asia—a region grappling with how to address Japan’s past wrongs—are leveraging similar processes to hold their own governments accountable for more recent harms. Accidental Activists also reveals the growing power of litigation to promote policy change and greater accountability from decision makers.

The contributors explore the transformation of Korean social movements from the democracy campaigns of the 1970s and 1980s to the rise of civil society struggles after 1987. South Korea was ruled by successive authoritarian regimes from 1948 to 1987 when the government decided to re-establish direct presidential elections. The book contends that the transition to a democratic government was motivated, in part, by the pressure from social movement groups that fought the state to bring about such democracy. After the transition, however, the movement groups found themselves in a qualitatively different political context which in turn galvanized the evolution of the social movement sector. Including an impressive array of case studies ranging from the women's movement, to environmental NGOs, and from cultural production to law, the contributors to this book enrich our understanding of the democratization process in Korea, and show that the social movement sector remains an important player in Korean politics today. Book excerpt: This book investigates how institutional differences, such as the roles of political parties and the regulation of electoral systems, affect the development of Internet election campaigns in the U.S., Japan, Korea, and Taiwan. It examines whether or not the “Americanization of elections” is evident in East Asian democracies. While Japan is a parliamentary system, the U.S. and Korea are presidential systems and Taiwan is a semi-presidential system that has a president along with a parliamentary system. Furthermore, the role of the presidency in the U.S., Korea, and Taiwan is quite different. Taking these variations in political systems into consideration, the authors discuss how the electoral systems are regulated in relation to issues such as paid advertisements and campaign periods. They argue that stronger regulation of election systems and shorter election periods in Japan characterize Japanese uniqueness compared with the U.S., Korea, and Taiwan in terms of Internet election campaigns.
