Book excerpt: Why are some communities able to come together to improve their collective lot while others are not? Looking at variation in local government performance in decentralized West Africa, this book advances a novel answer: communities are better able to coordinate around basic service delivery when their formal jurisdictional boundaries overlap with informal social institutions, or norms. This book identifies the precolonial past as the driver of striking subnational variation in the present because these social institutions only encompass the many villages of the local state in areas that were once home to precolonial polities. The book develops and tests a theory of institutional congruence to document how the past shapes contemporary elite approaches to redistribution within the local state. Where precolonial kingdoms left behind collective identities and dense social networks, local elites find it easier to cooperate following decentralization. It uses a combination of infographics, satellite images, interviews, and survey data to present the strategies and fortunes of individuals and their families in this region over 35 years. In the early 1980s Camilla Toulmin spent two years in Dlonguébougou. She has since revisited to explore how climate change, population growth, new technologies, and land-grabs have been affecting the livelihoods and prospects of local people since. Land, Investment, and Migration: Thirty-five Years of Village Life in Mali brings together her findings. A trebling in population, unpredictable rainfall, and the arrival of Chinese investment have forced people into new ways of making ends meet and building up wealth - some doing much better than others. This book presents the search for new cash incomes, the shift of people from village to town, and the erosion of collective solidarity at household and village levels. Land, Investment, and Migration presents a mixed picture of a changing society. It shows the vibrancy of the village economy, rapid uptake of mobile phones and solar panels, and increased migration. It also shows the persistence of large family structures which offer some protection from the risks that many villagers face.

Book excerpt: Many policy makers in East Africa have preconceptions about the value of pastoralism as a land-use system believing it to be economically inefficient and environmentally destructive. Yet, this is not evidence-based. Not only is there no consensus on what is a dynamic economic model of pastoralism, no mechanisms exist to inform government decision-making of its comparative advantages over alternative land uses. This paper argues that pastoralism does make a significant contribution to society and that, with better understanding, planning and data collection, its value can be demonstrated. The paper presents a preliminary framework for assessing the benefits of pastoralism that goes beyond conventional criteria relating to livestock and their by-products. While the paper focuses on East Africa, much of the analysis is applicable to pastoral systems in other regions of Africa.
