Gagnon's noteworthy and rather controversial argument provides us with a substantially new way of understanding the politics of ethnicity.

Popular hostility based on these myths impels groups to follow extremist leaders invoking such emotion-laden ethnic symbols. If ethnic domination becomes their goal, ethnic war is the likely result. Kaufman examines contemporary ethnic wars in the Caucasus and southeastern Europe. Drawing on information from a variety of sources, including visits to the regions and dozens of personal interviews, he demonstrates that diplomacy and economic incentives are not enough to prevent or end ethnic wars. The key to real conflict resolution is peacebuilding—the often-overlooked effort by nongovernmental organizations to change hostile attitudes at both the elite and the grassroots levels.

A new wave of violence soon erupted, engulfing places from Rwanda and Somalia to Chechnya and Bosnia. Dubbed "chaos theory," it argues that the much heralded processes of globalization are actually breeding a reaction of irrational violence. Thus, the spread of Western cultural icons through new electronic media often shocks and offends moral sensibilities in traditional societies. The explosive growth of international commerce has triggered a wave of migration and urbanization that throws together people from different cultures and fertilizes xenophobia. Chaos theory has already won converts in the U.S. military, the intelligence community, and the foreign service. Where most writers over-simplify, he insists on the principle of multiple and interlocking causation. And where most assume that “facts will speak for themselves,” he makes it clear that facts are mere ventriloquists’ dummies, and can be made to justify any course of action that appeals to the socially conditioned passions of the individuals concerned. These two truths are sufficiently obvious; but they are seldom recognized, for the good reason that they are very depressing. To recognize the first truth is to recognize the fact that there are no panaceas and that therefore most of the golden promises made by political reformers and revolutionaries are illusory. And to recognize the truth that facts do not speak for themselves, but only as man’s socially conditioned passions dictate, is to recognize that our current educational processes can do very little to ameliorate the state of the world. In the language of traditional theology (so much more realistic, in many respects, than the “liberal” philosophies which replaced it), most ignorance is voluntary and depends upon acts of the conscious or subconscious will. Thus, the fallacies underlying the propaganda of racial hatred are not recognized because, as Dr. Montagu points out, most people have a desire to act aggressively, and the members of other ethnic groups are convenient victims, whom one may attack with a good conscience. This desire to act aggressively has its origins in the largely unavoidable frustrations imposed upon the individual by the processes of early education and later adjustments to the social environment. Dr. Montagu might have added that aggressiveness pays a higher dividend in emotional satisfaction than does coöperation. Coöperation may produce a mild emotional glow; but the indulgence of aggressivness can be the equivalent of a drinking bout or sexual orgy. In our industrial societies, the goodness of life is measured in terms of the number and intensity of the excitements experienced. (Popular philosophy is moulded by, and finds expression in, the advertising pages of popular magazines. Significantly enough, the word that occurs more frequently in those pages than any other is “thrill.”) Like sex and alcohol, aggressiveness can give enormous thrills. Under existing social conditions, it is therefore easy to represent aggressiveness as good. Concerning the remedies for the social diseases he has so penetratingly diagnosed, Dr. Montagu says very little, except that they will have to consist in some process of education. But what process? Prehistoric warfare, according to this view, was little more than a ritualized game, where casualties were limited and the effects of aggression relatively mild. Lawrence Keeley's groundbreaking War Before Civilization offers a devastating rebuttal to such comfortable myths and debunks the notion that warfare was introduced to primitive societies through contact with civilization (an idea he denounces as "the pacification of the past"). Building on much fascinating archeological and historical research and offering an astute comparison of warfare in civilized and prehistoric societies, from modern European states to the Plains Indians of North America, War Before Civilization convincingly demonstrates that prehistoric warfare was in fact more deadly, more frequent, and more ruthless than modern war. To support this point, Keeley provides a wide-ranging look at warfare and brutality in the prehistoric world. He reveals, for instance, that prehistorical tactics favoring raids and ambushes, as opposed to formal battles, often yielded a high death-rate; that adult males falling into the hands of their enemies were almost universally killed; and that surprise raids seldom spared even women and children. Keeley cites evidence of ancient massacres in many areas of the world, including the discovery in South Dakota of a prehistoric mass grave containing the remains of over 500 scalped and mutilated men, women, and children (a slaughter that took place a century and a half before the arrival of Columbus). In addition, Keeley surveys the prevalence of looting, destruction, and trophy-taking in all kinds of warfare and again finds little moral distinction between ancient warriors and civilized armies. Finally, and perhaps most controversially, he examines the evidence of cannibalism among some preliterate peoples. Keeley is a seasoned writer and his book is packed with vivid, eye-opening details (for instance, that the homicide rate of prehistoric Illinois villagers may have exceeded that of the modern United States by some 70 times). But he also goes beyond grisly facts to address the larger moral and philosophical issues raised by his work. What are the causes of war? Are human beings inherently violent? How can we ensure peace in our own time? Challenging some of our most dearly held beliefs, Keeley's conclusions are bound to stir controversy.
