Book excerpt: One of the aims of the British Government is to create an attractive combination of personalised academic and vocational pathways to reduce the appeal of short-term employment and effectively raise the school leaving age from 16 to 18. In preparation for this change, a literature review of international research into âlarge-scaleâ and âunitaryâ youth allowance schemes was carried out. The findings revealed that most OECD countries have complex, and often fragmented, systems of income support for 16 to 19 year olds. The Australian Youth Allowance was both âunitaryâ and âlarge-scaleâ and aimed to increase the participation of young people in education, training and employment. It appeared also to be successful with the Australian minister responsible claiming that between 1994 and 1999, the number of young Australians receiving income support and involved in some form of study or training had increased from 59 to 84 per cent. [p.1, ed].
