Indian Muslims are also predicted to become the largest Muslim population in the world by 2050. This increase in numbers might exacerbate their relative deprivation, creating a disjunction between India’s constitutional promises of ‘equality of opportunity’ for citizens of a secular democracy—including for minorities—and the existential reality. This will create social and political conditions that could undermine the stability of the country’s democracy and make Indian Muslims a security threat, which would have not only national but also global ramifications. This book examines the struggle for equality of citizenship of Indian Muslims in light of the release of the Sachar Committee report of 2006, which sparked widespread awareness of socioeconomic disparity and exclusion of religious minorities in India, especially Muslims. The contributors are some of the most eminent social scientists in the fields of applied economics, politics, sociology and demography who work on Indian issues. The Indian state and its political infrastructure have been relatively successful thus far in countering the challenges presented by the diversity of its population. Morgenstein Fuerst examines the effects of the 1857 Rebellion (long taught in Britain as the 'Indian Mutiny') on debates about the issue of jihad during the British Raj. How does the economic profile of the Muslims compare with the majority Hindus, Dalits, and minorities like Christians, Sikhs and Parsis? Historians, politicians, journalists and others agree that Muslims in general lag behind other communities. Does Islam, or Islam as interpreted and lived, have anything to do with it? What is the role of the State in this matter? What is the record of the post-independence central and state governments? The author tries to answer some of these questions. He shows how the interplay of memories of past Muslim supremacy, Islamic religious aspirations and modern Muslim social and economic anxieties with the political needs of the alien ruling power gradually fostered a separate Muslim politics. Dr Hardy argues (contrary to the usual view) that Muslims were able to take political initiatives because, in the region of modern Uttar Pradesh, British rule before 1857 and even the events of the Mutiny and Rebellion of 1857-8 had not been economically disastrous for most of them. He stresses the force of religion in the growth of Muslim political separatism, showing how the 'modernists' kept the conversation among Muslims within Islamic postulates and underlining the role of the traditional scholars in heightening popular religious feeling. Regarding any sense of Muslim political unity and nationhood as an outcome of the period of British rule, Dr Hardy shows the limitations and frailty of that unity and nationhood by 1947.

Book excerpt: With more than 150 million people, Muslims are the largest Indian minority but are facing a significant decline in socio-economic as well as political terms - not to say anything about the communal waves of violence that have affected them over the last 25 years. In India's cities, these developments find contrasted expressions. While Muslims are everywhere lagging behind, local syncretic cultures have proved to be resilient in the South and in the East (Bangalore, Calicut, Cuttack). In the Hindi belt and in the North, Muslims have met a different fate, especially in riot-prone areas (Ahmedabad, Mumbai, Jaipur, Aligarh) and in the former capitals of Muslim states (Delhi, Hyderabad, Bhopal, Lucknow). These developments have resulted in the formation of Muslim ghettos and Muslim slums in places like Ahmedabad and Mumbai. But (self-)segregation also played a role in the making of Muslim enclaves, like in Delhi and Aligarh, where traditional elites and the new Muslim middle class searched for physical as well as cultural protection through their regrouping. This book supplements an ethnographic approach of Muslims in 11 Indian cities with a quantitative methodology in order to give a first hand account of an untold story.
