This social legitimacy became a threat to the regime, haunted by the regional rise of Islamists and a failure to legitimate its leadership, and ushered in an era of coercion. Through these complex dynamics of the conflict and control, and drawing on interviews with key figures such as Abdul Mun'em Abu Al-Futuh, Esam Al-Aryan and Mustafa Al-Fiqi, Al-Awadi sheds light on the Mubarak era and the Muslim Brotherhood that have risen out of it.

In order to maintain authority, leaders often must capitulate to Islamic universalist dogma, which may conflict with their own views of the state as well as threaten the legitimacy of other leaders in the region who are attempting to establish a secular, national basis for government. Tracing the roots of this dilemma in Middle Eastern history and Islamic philosophy, Dr. Sonn compares the contemporary Middle Eastern period to Europe’s “Age of Religious Wars†that preceded the emergence of the Western secular state. She describes how a process similar to the organic development of the secular state in Europe was interrupted in the Middle East by oppressive Western colonialism, which eventually led to the Muslim rejection of nationalism and all things “Western†and to the reassertion of Islam as the sole source of political legitimacy. The author shows how the philosophy of Islamic traditionalism opposes the two fundamentals of stable national political systems—a geographical limitation of authority and an institutionalized process for regular changes in leadership. Dr. Sonn bases her argument on an insightful examination of Middle Eastern history, from the formation and disintegration of the Ottoman Empire in the late nineteenth century to the present, and caps it with a detailed look at a possible solution to the dilemma: the teachings of modern scholars who advocate a new “Islamic realism†incorporating a limited definition of national identity and interests while retaining Islamic social goals.

Few studies, however, have addressed how this social action was provided, and how it engendered popular political support for Islamist organizations. Most of the time the links between social services and Islamist groups have been taken as given, rather than empirically examined, with studies of specific Islamist organizations tending to focus on their internal patterns of sectarian mobilization and the ideological indoctrination of committed members. Taking the case of the Egyptian Muslim Brotherhood (MB), this book offers a groundbreaking ethnography of Islamist everyday politics and social action in three districts of Greater Cairo. Based on long-term fieldwork among grassroots networks and on interviews with MB deputies, members, and beneficiaries, it shows how the MB operated on a day-to-day basis in society, through social brokering, constituent relations, and popular outreach. How did ordinary MB members concretely relate to local populations in the neighborhoods where they lived? What kinds of social services did they deliver? How did they experience belonging to the Brotherhood and how this membership fit in with their other social identities? Finally, what political effects did their social action entail, both in terms of popular support and of contestation or cooperation with the state? Nuanced, theoretically eclectic, and empirically rich, The Muslim Brothers in Society reveals the fragile balances on which the Muslim Brotherhood’s political and social action was based and shows how these balances were disrupted after the January 2011 uprising. The New York Times gushed that prime minister Recep Tayyip Erdogan and his Justice and Development Party (AKP) had “effectively integrated Islam, democracy, and vibrant economics,” making Turkey, according to the International Crisis Group, “the envy of the Arab world.” And yet, a more recent CNN headline wondered if Erdogan had become a "dictator.” In this incisive analysis, Cihan Tugal argues that the problem with this model of Islamic liberalism is much broader and deeper than Erdogan’s increasing authoritarianism. The problems are inherent in the very model of Islamic liberalism that formed the basis of the AKP's ascendancy and rule since 2002—an intended marriage of neoliberalism and democracy. And this model can also only be understood as a response to regional politics—especially as a response to the “Iranian Model”—a marriage of corporatism and Islamic revolution.
