Change implies that some things change but other things remain the same capitalism changes, but some aspects of capitalism remain as they always were. Metamorphosis implies a much more radical transformation in which the old certainties of modern society are falling away and something quite new is emerging. To grasp this metamorphosis of the world it is necessary to explore the new beginnings, to focus on what is emerging from the old and seek to grasp future structures and norms in the turmoil of the present. Take climate change: much of the debate about climate change has focused on whether or not it is really happening, and if it is, what we can do to stop or contain it. But this emphasis on solutions blinds us to the fact that climate change is an agent of metamorphosis. It has already altered our way of being in the world the way we live in the world, think about the world and seek to act upon the world through our actions and politics. Rising sea levels are creating new landscapes of inequality drawing new world maps whose key lines are not traditional boundaries between nation-states but elevations above sea level. It is creating an entirely different way of conceptualizing the world and our chances of survival within it. The theory of metamorphosis goes beyond theory of world risk society: it is not about the negative side effects of goods but the positive side effects of bads. They produce normative horizons of common goods and propel us beyond the national frame towards a cosmopolitan outlook.

So far, surprisingly few studies have analyzed the role of the Global City beyond its already well explicated role in the globalized economy. How is it that local governments of Global Cities claim international political authority and develop what appears to be their own independent foreign and security policies despite the fact that such policy areas have traditionally been considered to be the core function of nation-states and central governments? What does it mean to be and to govern the contemporary Global City? In this book Kristin Ljungkvist claims that we can better understand why local governments find it to be in their Global City’s interest to claim international political authority by exploring how the city’s role in the globalized world is constructed and narrated locally. A core claim is that Global City-hood as a specific type of collective identity can play a constitutive part in such interest formation. Combining insights from International Relations and Urban Studies scholarship, and with the help of a case study on New York City, Ljungkvist develops a new analytical framework for studying the Global City as an international political actor. The Global City 2.0 shows that even as the Global City engages in various global issues such as global environmental governance or counterterrorism, such pursuit will be framed and rationalized in terms of the city’s economic growth. The quest for growth and global competitiveness are not necessarily the only available meanings attached to the being and governing of the contemporary Global City. However, there seems to be a remarkable persistency and attraction in economistic ideas and an economistic conception of the Global City.

Generally, it has been seen as a phenomenon endemic to authoritarian countries in transitional and lesser developed contexts. We need look no further than today's headlines to see the evidence of state crime. Rwanda, where government troops massacred countless Hutus and Tutsis, governmental atrocities in Kosovo, at the hands of the Yugoslavian Army, and East Timor where both individuals and property have been decimated, largely perpetrated by the Indonesian military.The study of how to control state crime has been difficult. There are definitional, conceptual, theoretical, and methodological problems, as well as difficulties in designing of practical methods to abolish, combat, control or resist this type of behavior. Jeffrey Ian Ross reviews these shortcomings, then develops a preliminary model of ways to control state crime. His intention is stimulating scholarly research and debate, but also encouraging progressive-minded policymakers and practitioners who work for governmental and nongovernmental organizations.
