Sections of the white working-class communities in south London near to the scene of the murder, however, displayed deep hostility to the equalities and multiculturalist practice of the local state and other agencies. Drawing on extensive ethnographic research, this book relates these phenomena to the 'backlash' to multiculturalism evident during the 1990s in the USA, Australia, Canada, the UK and other European countries. It examines these within the unfolding social and political responses to race equalities in the UK and the USA from the 1960s to the present in the context of changes in social class and national political agendas. She shows that today's crisis of support for cultural pluralism isn't new but actually has its roots in the 1980s. Chin looks at the touchstones of European multiculturalism, from the urgent need for laborers after World War II to the public furor over the publication of The Satanic Verses and the question of French girls wearing headscarves to school. While many Muslim immigrants had lived in Europe for decades, in the 1980s they came to be defined by their religion and the public's preoccupation with gender relations. Acceptance of sexual equality became the critical gauge of Muslims' compatibility with Western values. The convergence of left and right around the defense of such personal freedoms against a putatively illiberal Islam has threatened to undermine commitment to pluralism as a core ideal. Trust has always been precarious, and never more so than as a result of increased immigration. The number of religions, races, ethnicities, and cultures living together in democratic communities and governed by shared political institutions is rising. The failure to construct public policy to cope with this diversity—to ensure that trust can withstand the pressure that diversity can pose—is a failure of democracy. The threat to trust originates in the perception that the values and norms that should underpin a public culture are no longer truly shared. Therefore, societies must focus on building trust through a revitalized public culture. In Trust, Democracy, and Multicultural Challenges, Patti Tamara Lenard plots a course for this revitalization.
