Book excerpt: The civil war in the Islamic Southern Philippines is one of the longest-lasting conflicts in Southeast Asia.This book dates back to a workshop on that conflict at the Department of Political Science of the University of Gottingen, Germany. The particular interest in the Moro conflict in Gottingen is due to the fact that a family from that city was among those tourists who were kidnapped in Sipadan (Malaysia) by the Abu Sayyaf group in spring 2000 and held hostage on the island of Jolo (Sulu) for almost half a year. Although the geographical and cultural backgrounds of most of the contributors to this volume differ from the parties involved in the conflict, the editors hope that this volume offers adequate views, theoretical approaches, and methodologies, which prove helpful in understanding and eventually ameliorating the conditions of the people living in "Moro land".

But the post-9/11 war against terrorists is not the first time the United States has battled such ferocious foes. The forgotten Moro War, lasting from 1902 to 1913 in the islands of the southern Philippines, was the first confrontation between American soldiers and their allies and a determined Muslim insurgency. The Moro War prefigured American wars in Iraq and Afghanistan more than superficially: It was a bitter, drawn-out conflict in which American policy and aims were fiercely contested between advocates of punitive military measures and proponents of conciliation. As in today's Middle East, American soldiers battled guerrillas in a foreign environment where the enemy knew the terrain and enjoyed local support. The deadliest challenge was distinguishing civilians from suicidal attackers. Moroland became a crucible of leadership for the U.S. Army, bringing the force that had fought the Civil War and the Plains Indian Wars into the twentieth century. The officer corps of the Moro campaign matured into the American generals of World War I. Chief among them was the future general John Pershing-who learned lessons in the island jungles that would guide his leadership in France. Rich with relevance to today's news from the Middle East, and a gripping piece of storytelling, The Moro War is a must-read to understand a formative conflict too long overlooked and to anticipate the future of U.S. involvement overseas.

The study shows how rebels who surrendered their arms in exchange for formal authority were unable to compete with powerful clans and local elites who provided basic security; captured increasing amounts of internal revenue allotments under a regime of devolution; and, enabled the spread of a shadow economy that boosted their power and allowed citizens to secure their livelihoods with little taxation by the state. The implications are quite startling. Political legitimacy is not necessarily about building a strong state, but about weakening it. Legitimacy may be less about building peace, and more about demonstrating an ability to inflict violence. This books is useful to scholars interested in other contexts of insurgency and rebellion, and in understanding the challenges that lie behind sub-national state building and political settlements.

The argument herein is that the conflict between the Muslim Filipinos and the ruling governments, both colonial and independent, is not caused by religious or ethnic intolerance or difference. Rather, it is the result of an historical politicization of Moro identity that, when combined with the centralization processes of President Ferdinand Marcos, ignited a guerilla war that prevented economic growth and social stability. The analysis suggests that the decentralization policies of the Ramos administration (1992-1998) and the compromise between his administration and the Moro National Liberation Front (the dominant Muslim faction) may have finally resolved the conflict. If lasting peace has in fact been achieved, the southern islands will provide key economic and political ingredients to allow the nation to enter the twenty first century as a newly industrialized nation.

Over the past 20 years (1992-2012), there have been 26 subnational conflicts in South and Southeast Asia, affecting half of the countries in this region. Concerned about foreign interference, national governments limit external access to conflict areas by journalists, diplomats, and personnel from international development agencies and non-governmental organizations. As a result, many subnational conflict areas are poorly understood by outsiders and easily overshadowed by larger geopolitical issues, bilateral relations, and national development challenges. The interactions between conflict, politics, and aid in subnational conflict areas are a critical blind spot for aid programs. This study was conducted to help improve how development agencies address subnational conflicts.
