Where he grew up--the border state of Missouri--segregation was accepted and largely unquestioned. Both his maternal and paternal grandparents had owned slaves, and his beloved mother, victimized by Yankee forces, railed against Abraham Lincoln for the remainder of her ninety-four years. When Truman assumed the presidency on April 12, 1945, Michael R. Gardner points out, Washington, DC, in many ways resembled Cape Town, South Africa, under apartheid rule circa 1985. Truman's background notwithstanding, Gardner shows that it was Harry Truman--not Franklin D. Roosevelt, Dwight D. Eisenhower, or John F. Kennedy--who energized the modern civil rights movement, a movement that basically had stalled since Abraham Lincoln had freed the slaves. Gardner recounts Truman's public and private actions regarding black Americans. He analyzes speeches, private conversations with colleagues, the executive orders that shattered federal segregation policies, and the appointments of like-minded civil rights activists to important positions. Among those appointments was the first black federal judge in the continental United States. Gardner characterizes Truman's evolution from a man who grew up in a racist household into a president willing to put his political career at mortal risk by actively supporting the interests of black Americans.

It is international human rights law--not any philosophical theory of moral human rights or any "folk" conception of moral human rights--that serves as the lingua franca of modern human rights practice. Yet contemporary philosophers have had little to say about international legal human rights. They have tended to assume, rather than to argue, that international legal human rights, if morally justified, must mirror or at least help realize moral human rights. But this assumption is mistaken. International legal human rights, like many other legal rights, can be justified by several different types of moral considerations, of which the need to realize a corresponding moral right is only one. Further, this volume shows that some of the most important international legal human rights cannot be adequately justified by appeal to corresponding moral human rights. The problem is that the content of these international legal human rights--the full set of correlative duties--is much broader than can be justified by appealing to the morally important interests of any individual. In addition, it is necessary to examine the legitimacy of the institutions that create, interpret, and implement international human rights law and to defend the claim that international human rights law should "trump" the domestic law of even the most admirable constitutional democracies.

These workers confronted a system of racial capitalism that consigned African Americans to the basest jobs in the industry, perpetuated low wages for all southerners, and shored up white supremacy. Galvanized by the emergence of the CIO, African Americans took the lead in a campaign that saw a strong labor movement and the reenfranchisement of the southern poor as keys to reforming the South--and a reformed South as central to the survival and expansion of the New Deal. In the window of opportunity opened by World War II, they blurred the boundaries between home and work as they linked civil rights and labor rights in a bid for justice at work and in the public sphere. But civil rights unionism foundered in the maelstrom of the Cold War. Its defeat undermined later efforts by civil rights activists to raise issues of economic equality to the moral high ground occupied by the fight against legalized segregation and, Korstad contends, constrains the prospects for justice and democracy today.

Parents are expected to do a lot for their children as they raise them. But there are surely limits. Sometimes parents have to balance the needs of multiple family members or just want to have time for themselves. What is the extent of their parental responsibilities? In The Moral Foundations of Parenthood, Joseph Millum provides a philosophical account of moral parenthood. As World War II drew to a close and the world awakened to the horror wrought by white supremacists in Nazi Germany, African American leaders, led by the NAACP (National Association for the Advancement of Colored People), sensed the opportunity to launch an offensive against the conditions of segregation and inequality in America. The 'prize' they sought was not civil rights, but human rights. Only the human rights lexicon, shaped by the Holocaust and articulated by the United Nations, contained the language and the moral power to address not only the political and legal inequality but also the education, health care, housing, and employment needs that haunted the black community. But the onset of the Cold War and rising anti-communism allowed powerful Southerners to cast those rights as Soviet-inspired. Thus the Civil Rights Movement was launched with neither the language nor the mission it needed to truly achieve black equality.
