Book excerpt: The Battle of Hampton Roads, often referred to as the Battle of Monitor and Merrimack (or Merrimac), was the most noted and arguably the most important naval battle of the American Civil War from the standpoint of the development of navies. It was fought over two days, 8-9 March 1862, in Hampton Roads, a roadstead in Virginia where the Elizabeth and Nansemond Rivers meet the James River just before it enters Chesapeake Bay. The battle was a part of the effort of the Confederacy to break the Union blockade, which had cut off Virginia's largest cities, Norfolk and Richmond, from international trade. The significance of the battle is that it centered on a new class of warship, the ironclad. The Confederate fleet consisted of the ironclad ram CSS Virginia and several supporting vessels. On the first day of battle, they were opposed by several conventional, wooden-hulled ships of the Union Navy. On that day, Virginia was able to destroy two ships of the Federal flotilla and threaten a third, USS Minnesota, which had run aground.

SHORTLISTED for the Society for Nautical Research's prestigious Anderson Medal. The press gang is generally regarded as the means by which the British navy solved the problem of recruiting enough seamen in the late eighteenth century. This book, however, based on extensive original research conducted primarily in a large number of ships' muster books, demonstrates that this view is false. It argues that, in fact, the overwhelming majority of seamen in the navy were there of their own free will. Taking a long view across the late eighteenth century but concentrating on the period of the French Revolutionary and Napoleonic Wars of 1793-1815, the book provides great detail on the sort of men that were recruited and the means by which they were recruited, and includes a number of individuals' stories. It shows how manpower was a major concern for the Admiralty; how the Admiralty put in place a range of recruitment methods including the quota system; how it worried about depleting merchant shipping of sufficient sailors; and how, although most seamen were volunteers, the press gang was resorted to, especially during the initial mobilisation at the beginning of wars and to find certain kinds of particularly skilled seamen. The book also makes comparisons with recruitment methods employed by the navies of other countries and by the British army. J. In constructing its new fleet of ironclads, William H. Roberts explains, the U.S. Navy faced the enormous engineering challenges of a largely experimental technology. In addition, it had to manage a ship acquisition program of unprecedented size and complexity. To meet these challenges, the Navy established a "project office" that was virtually independent of the existing administrative system. The office spearheaded efforts to broaden the naval industrial base and develop a marine fleet of ironclads by granting shipbuilding contracts to inland firms. Under the intense pressure of a wartime economy, it learned to support its high-technology vessels while incorporating the lessons of combat. But neither the broadened industrial base nor the advanced management system survived the return of peace. Cost overruns, delays, and technical blunders discredited the embryonic project office, while capital starvation and never-ending design changes crippled or ruined almost every major builder of ironclads. When Navy contracts evaporated, so did the shipyards. Contrary to widespread belief, Roberts concludes, the ironclad program set Navy shipbuilding back a generation.

The "wooden walls" of navies around the world suddenly appeared far more vulnerable, and many political and military leaders initiated or accelerated their own ironclad-building programs. Americans did not initially have much faith in the Monitor. Few believed that this strange little vessel could hold her own against the formidable Confederate ironclad Virginia, which had been built on the bones of the scuttled USS Merrimack in Portsmouth, Virginia. The Virginia, seemingly relentless and unstoppable, had ravaged the U.S. Navy in Hampton Roads on March 8, just before the Monitor arrived. Yet the following day, the "cheesebox on a raft" proved her Union mettle, becoming a national hero in her own right. For the remainder of the Civil War the Union Navy used dozens of monitor-style vessels on inland waters as well as at sea. But there would always be only one first Monitor, and she became affectionately known to many throughout the nation as "Our Little Monitor." Her loss off Cape Hatteras on December 31, 1862, was mourned as keenly in the press as the loss of 16 of her men that night.
