Book excerpt: Meeting in December 1979, the NATO Foreign and Defense Ministers decided to modernize NATO's long-range theater nuclear force (LRTNF) by deploying, in Europe, 108 Pershing II medium-range ballistic missile (MRBM) launchers and 464 ground-launched cruise missiles (GLCMs). NATO Secretary General Joseph Luns announced that these systems would be based in the Federal Republic of Germany (FRG), Italy, and the United Kingdom, and possibly Belgium and the Netherlands. Attaching 'great importance to the role of arms control in contributing to a more stable military relationship between East and West and in advancing the process of detente, ' the Ministers emphasized that, in parallel with the deployment decision, they wished to continue arms control efforts designed to achieve 'a more stable overall nuclear balance at lower levels of nuclear weapons, ' to involve theater as well as strategic nuclear forces. A Special Consultative Group was created to continue work on the arms control aspects of the LRTNF issue. With this decision NATO's member states sought to resolve an issue that had been raised nearly three years before, and that had commanded increasing amounts of attention ever since.

In Europe in particular, this concern has centered on the role of theater nuclear weapons in NATO strategy. This report briefly examines the way in which that strategy evolved from the foundation of the Alliance in 1949 to the formal adoption of the current "flexible response" strategy in 1967, with particular reference to the role of theater nuclear weapons. It then traces the development within the NATO Nuclear Planning Group of the more detailed doctrine concerning the role of theater nuclear weapons within the overall strategy, which led inter alia to the decision taken by NATO in 1979 to modernize the long-term component of the theater nuclear forces. The report examines the main arguments that have been advanced against the current flexible response strategy, and considers the merits of various alternative strategies. The report finally considers ways in which the Alliance's theater nuclear stockpile might be adapted to meet the political and strategic needs of the 1980s.

By the 1980s, the doctrine of massive retaliation has evolved into one of flexible response. Now that the Soviet Union has reached parity with the West in strategic forces, NATO's theater nuclear strategy has emerged as a critical issue. Although deterrence remains the goal of NATO defense policy, the current configuration of NATO's triad of conventional, theater nuclear, and strategic nuclear forces may not be adequate to maintain the peace. The author focuses on theater nuclear forces, recommending changes in their configuration to support changes in conventional and strategic forces. In calling for clarification of the conditions which would justify initial use of theater nuclear weapons, he proposes an explicit linking of conventional and theater forces with strategic forces. The adoption of these proposals would allow a restatement of flexible response and enhance deterrence.

Book excerpt: The United States currently is wrestling with the negative implications of lean defense budgets in the face of vigorous and expanding Soviet efforts. It is unclear whether vital programs of other sorts have been or can be funded at levels adequate to ensure effective U.S. and NATO competition with aggressive Soviet efforts in many arenas. That being the case, a decision to commit vital funds to new weapons of less obvious military worth should only be entertained if there simply is no political alternative than to proceed with this plan, and if the political importance of one particular approach rules out alternatives. Political leaders must, in short, base their decisions on the foreknowledge that long range theater nuclear force modernization would trade off with more adequate funding for central strategic forces and theater non-nuclear forces.

Book excerpt: The future of NATO nuclear modernization plans has again become a topic of controversy within the alliance. Nowhere is this more apparent than in the Federal Republic of Germany, where the bulk of the remaining short-range nuclear forces (SNF) are stationed — forces whose support is essential for current NATO modernization plans. This report examines the origins of changing West German attitudes toward nuclear modernization in the wake of the treaty on intermediate-range nuclear forces signed in December 1987. It analyzes the factors shaping West German attitudes toward NATO's planned modernization of SNF. The author concludes that the last-minute compromise reached at the May 1989 Brussels summit may have temporarily defused, but has not resolved, the underlying pressures that transformed the SNF modernization issue into a divisive dispute. He suggests that, while reconfirming its support for the principles of a possible restructuring of nuclear deterrence and the current strategy of flexible response, the United States should lay out the parameters and principles of a possible restructuring of the alliance's theater nuclear posture. The goal would be to create a new structure that would simultaneously satisfy German political needs and make military and strategic sense.
