Book excerpt: With the size of its Muslim population greater than in any other country-an overwhelming majority of its 135 million people regarding themselves as adherents of Islam-it is natural that for Indonesia serious questions should arise as to the position of Islam within the state. Indeed that has been the case, and ever since the country proclaimed its independence there has been an ongoing tension between the attempts of Muslims to shape society in conformity with the tenets of Islam and the efforts of successive governments to control that religion as a political and social force. Although an increasing number of scholarly studies have been concerned with the endeavors of Muslim leaders to influence the course of Indonesia's social and political development, very little has been written about the other side of this equation-the politics of the government for controlling and regulating Islam. In this essay Deliar Noer has broken important new ground by providing significant insights into this badly neglected aspect of the relationship. For this task Noer brings to bear strong credentials-extensive research on the political and social history of Islam in twentieth-century Indonesia, a solid training in political science and an intellectual integrity that has won him respect abroad as well as in Indonesia. He is the author of The Modernist Muslim Movement in Indonesia: 1900-1942 (Oxford University Press, 1973) and of numerous scholarly articles. After securing his Ph.D. in Political Science at Cornell University, he served as a lecturer or professor of political science at the University of North Sumatra, the Jakarta IKIP, where he was also Rector, the University of Indonesia, and at Griffith University in Australia. Under both the Sukarno and Suharto regimes he has won the reputation of being a principled scholar unwilling to compromise his honesty and objectivity-despite the pressures exerted by government. It was because of such pressure that in 1974 he was prevented from delivering his professorial address, "Partisipasi Dalam Pembangunan" (Participation in Development). This was a valuable contribution to the pool of ideas relevant to his country's development, and for this infringement of academic freedom his country is the poorer. The Minangkabau culture of West Sumatra, Indonesia, is well known as the world's largest matrilineal culture; Minangkabau people are also Muslim and famous for their piety. In this book, Jeffrey Hadler examines the changing ideas of home and family in Minangkabau from the late eighteenth century to the 1930s. Minangkabau has experienced a sustained and sometimes violent debate between Muslim reformists and preservers of indigenous culture. During a protracted and bloody civil war of the early nineteenth century, neo-Wahhabi reformists sought to replace the matriarchate with a society modeled on that of the Prophet Muhammad. In capitulating, the reformists formulated an uneasy truce that sought to find a balance between Islamic law and local custom. With the incorporation of highland West Sumatra into the Dutch empire in the aftermath of this war, the colonial state entered an ongoing conversation. These existing tensions between colonial ideas of progress, Islamic reformism, and local custom ultimately strengthened the matriarchate. The ferment generated by the trinity of oppositions created social conditions that account for the disproportionately large number of Minangkabau leaders in Indonesian politics across the twentieth century. The endurance of the matriarchate is testimony to the fortitude of local tradition, the unexpected flexibility of reformist Islam, and the ultimate weakness of colonialism. Muslims and Matriarchs is particularly timely in that it describes a society that experienced a neo-Wahhabi jihad and an extended period of Western occupation but remained intellectually and theologically flexible and diverse.

Challenging stereotypes of Islam as antagonistic to democracy, this study of courage and reformation in the face of state terror suggests possibilities for democracy in the Muslim world and beyond. Democratic in the early 1950s and with rich precedents for tolerance and civility, Indonesia succumbed to violence. In 1965, Muslim parties were drawn into the slaughter of half a million communists. In the aftermath of this bloodshed, a "New Order" regime came to power, suppressing democratic forces and instituting dictatorial controls that held for decades. Yet from this maelstrom of violence, repressed by the state and denounced by conservative Muslims, an Islamic democracy movement emerged, strengthened, and played a central role in the 1998 overthrow of the Soeharto regime. In 1999, Muslim leader Abdurrahman Wahid was elected President of a reformist, civilian government. In explaining how this achievement was possible, Robert Hefner emphasizes the importance of civil institutions and public civility, but argues that neither democracy nor civil society is possible without a civilized state. Against portrayals of Islam as inherently antipluralist and undemocratic, he shows that Indonesia's Islamic reform movement repudiated the goal of an Islamic state, mobilized religiously ecumenical support, promoted women's rights, and championed democratic ideals. This broadly interdisciplinary and timely work heightens our awareness of democracy's necessary pluralism, and places Indonesia at the center of our efforts to understand what makes democracy work.

Muhammadiyah is currently often perceived to be the more conservative of the two and to have more affinity with Islamist groups. On political issues, for instance, it is steered by Islamist imagery. On cultural issues, Muhammadiyah is often guided by old enmity towards what is called the TBC (takhayul, bid’ah dan churafat; delusions, religious innovation without precedence in the Prophetic traditions and the Qur’an, and superstitions or irrational belief). This position has placed Muhammadiyah in an uneasy relationship with both local cultures and traditionalist Islam. Three issues that were raised in 2017—the banning of Hizbut Tahrir Indonesia (HTI), the recurrent controversy on the Indonesian Communist Party (PKI), and the ruling of the Constitutional Court on Penghayat Kepercayaan—are issues where Muhammadiyah has been easily drawn towards Islamist and conservative tendencies. Be that as it may, Muhammadiyah remains a social movement guided by its long-held theology of al-Mā`ūn (kindness) and with a strong emphasis on social services. It is this doctrine that has prevented Muhammadiyah from dwelling on mythical or abstract issues and neutralized it against Islamism, making its members more realistic in viewing the world, more prone to distancing themselves from the utopian vision of a caliphate, from the dream of shariah as the Messiah that will solve every problem, and from the temptation to create an Islamic state. The “pragmatic Islamism” that Muhammadiyah has adopted allows it to handle social dynamics well.

He focuses on the communications of an entrepreneurial Syrian interpreter of the shariʿa named Rashid Rida, who became a renowned reformer by responding to the demand for authoritative and authentic religious advice.
